SUMMARY
Working under the direction of the IPS Supervisor, incumbent assists in the implementation and enforcement of the City of Fort Wayne's Industrial Pretreatment Program and enforcement of the City's Sewer Use Ordinance. Assists with enforcement of federal, state, and local environmental regulations through implementation of the Industrial Pretreatment Program. Oversees various utility activities to protect the wastewater treatment plant from hazardous pollutants and to ensure the City complies with its NPDES permit. The incumbent is expected to exercise good judgment, independence, initiative, and professional expertise in conducting day-to-day operations. All work duties and activities must be performed in accordance with the City and Utility's safety rules and operating regulations, policies and procedures as well as federal, state, and local regulations.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the ability to interact with the public, City incumbents, and outside agencies with patience, tact, respect, and professionalism and the following. Other duties may be assigned.
OPERATIONS/JUDGEMENT
  • Ability to perform all duties of the Industrial Pretreatment Inspector;
  • Performs all necessary functions for his/her given business unit;
  • Works with other Coordinators to Schedule inspections and use of inspectors weekly;
  • Assigns user classification to sewage users;
  • Conducts on-site inspections and audits of Industrial Users subject to the Pretreatment Program;
  • Prepares, signs, and sends Notices of Violation to users;
  • Reviews drawings and specifications submitted by applicants for building permits; Assuring that violations are noted in a timely manner;
  • Approves Certificate of Compliance/Occupancy for new facilities after conducting on-site inspections;
  • Collects sewage samples of Industrial, Commercial, and Plant discharges;
  • Inspects installation of private flow meters, sewer control manholes, and grease traps;
  • Sets portable, programmable sewage flow meters, and pH meters;
  • Trains newly hired Inspectors;
  • Ability to calculate dollars per unit data for sewage surcharges based on wastewater analysis;
  • Performs laboratory analysis as requested;
  • Operates Utility owned vehicles in a safe and efficient manner;

INFORMATION/COMMUNICATION
  • Assists with other city departments and applicants seeking building permits;
  • Prepares, signs, and mails letters of correspondence to Industrial and Commercial users;
  • Investigates and writes reports on chemical and oil spills;
  • Works with industrial and commercial management regarding their wastewater treatment programs and permit requirements;
  • Produces clear, concise reports;
  • Communicates effectively both orally and in writing.

DOCUMENT PROCESSING & ANALYSIS
  • Prepares a weekly summary including schedule for IPS supervisor and Superintendent;
  • Writes Quarterly and Annual Reports submitted to the Indiana Department of Environmental Management;
  • Evaluates confidential information submitted by users and prepares Industrial Wastewater Discharge Permits;
  • Prepares new equipment specifications and spare parts requisitions;
  • Maintains files, records, reports, and drawings necessary to perform duties;

MINIMUM REQUIREMENTS
  • Management experience a plus;
  • Specialized knowledge of industrial processes and wastewater treatment processes and related equipment and analytical procedures;
  • Knowledge of local, state and federal regulations and laws concerning industrial/municipal wastewater pretreatment and hazardous waste disposal.

PERFORMANCE EXPECTATIONS
The incumbent is responsible to manage their performance in accordance with this job description and the performance expectations provided to them by management. SUPERVISORY RESPONSIBILITIES
Incumbent acts as a working leader to assist in the supervision department staff members involved in industrial wastewater sampling, inspections and record keeping. Supervision is routine and primarily involves troubleshooting problems and maintaining coordination within the department.
EDUCATION and/or EXPERIENCE
Bachelors degree (B.S.) or equivalent years of Study from four-year college or university; in the Sciences area or 4 - 6 years in Utilities or Industrial manufacturing pretreatment environment.
LANGUAGE SKILLS
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.
MATHEMATICAL SKILLS
Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
REASONING ABILITY
Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, musical notes, etc.,) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.
CERTIFICATES, LICENSES, REGISTRATIONS
  • Valid Indiana Drivers License;
  • Must secure CPR, First Aid, and Confined Space Entry certification within 6 months of hire;
  • Must acquire an Indiana Pretreatment B license within 3 years.
