Job Description and Duties:A California State Agency Legal Division is recruiting to fill one permanent full-time Attorney III position in its Community Care Licensing (CCL) Enforcement Branch, Information Governance Bureau. The position will be filled in Sacramento, Oakland, Riverside, or Monterey Park. This position allows for a Hybrid work environment with telework at an alternative work location. An alternative work location would be the employee's residence. For travel purposes, reimbursement would be based on the office location.
Under the supervision of the Attorney Supervisor and Assistant Chief Counsel, the Attorney III will perform Arrest Only Triage and Consultation for the Care Provider Management Bureau (CPMB) by timely reviewing and analyzing arrest reports, criminal offender record information, court records and other documents. The Attorney III will perform high level policy development, legal research and legislative review as well as provide guidance on and response to Public Records Act (PRA) requests and subpoenas. The Attorney III will also prepare and present trainings to staff on a wide variety of topics.
Applicants must be current members of the California State Bar. Selected candidate will be subject to a criminal record background check fingerprint clearance by the Department of Justice and the Federal Bureau of Investigation. Travel will be required.

This position is subject to fingerprinting clearance by the Department of Justice.

Training and Development assignments may be considered based on the availability of eligible candidates and are subject to approval by the Hiring Authority prior to appointment. Training and Development assignments are temporary in nature and shall not exceed twenty-four (24) months.
Candidates who reside outside of the State of California may be admitted to the job interview, but they must provide proof of residence in California prior to being eligible for appointment.

- Extensive knowledge of and experience with the Department Community Care licensing statutes, regulations, and policies.
- Demonstrated ability to perform advanced legal research and writing.
- Extensive knowledge of and experience with court procedures, rules of evidence and procedure, administrative law and procedure, statutory, regulatory, and case law.
- Knowledge of the organization of the Department and the functions of programs and divisions in the Department.
- Extensive experience in administrative and/or civil litigation.
- Possess superior interpersonal communication skills.
- Possess superior analytical and communication skills, both verbal and written.
- Demonstrated ability to complete work timely and within deadlines.
- Demonstrated ability to work independently and as part of a team.
- Demonstrated ability to communicate and explain legal issues clearly and logically both orally and in writing to those not trained in the law.
- Demonstrated ability to organize, prioritize, and track a number of concurrent assignments.
- Willing and able to perform duties in a customer service-oriented manner.
- Willing and able to establish and maintain effective working relationships with colleagues, program staff and management, and staff of other state agencies.
