TITLE: IDR Specialist
LOCATION: Central Office and Training Center
The Kansas City, Kansas Public Schools (KCKPS) is a nationally recognized urban school district that serves approximately 22,000 students and 60+ different languages are spoken in the homes of our students. KCKPS is home to Sumner Academy, the #6 highest rated High School in the Nation and #1 High School in Kansas according to the US News rankings.
With Head Start/preschools, 28 elementary schools, 7 middle schools, and 5 college and career academies/high schools, we are the fifth largest district in the state of Kansas and our student population is approximately 56% Hispanic, 24% African American, 9% White, and 6% Asian. To serve our students, the district employs approximately 4,000 employees including more than 1,800 teachers.
JOB GOAL: Assist with Identification and Recruitment of Migrant families within USD 500. The local recruiter will support outreach efforts of the Migrant Advocates and provide Certificates of Eligibility to qualifying USD 500 students.
ESSENTIAL FUNCTIONS:
  • Identify, assess and evaluate information received from a variety of sources in determining prospective migrant children and their families for program services
  • Provide daily communication with the Director of ESL/Migrant with end of day reports
  • Work and collaborate with all district principals and counselors
  • Disseminate Migrant Education Program (MEP) information to potential qualifying families and children to discuss the MEP program knowledgably
  • Provide state recruiters of potential qualifying MEP children residing in the local district(s)
  • Provide building principal and staff of identified MEP children in perspective buildings
  • Inform students and parents/guardians of available services to facilitate assistance to empower families
  • Distribute educational packets and their families as needed
  • Provide support to identified migrant students in the school by conducting school visits and completing school logs
  • Provide home visits as need and maintain home visit logs
  • Provide and/or facilitate services to all qualifying migrant children/or their families as necessary to enable migrant children to receive a sound education (i.e. Spanish Literacy tutoring, PASS Program, credit accrual)
  • Participate in MEP training sessions and remain current on all MEP guidelines and standards
  • Develop a full understanding of federal guidelines as they pertain to the eligibility of children and provision of services for the Migrant Education Program
  • Demonstrate understanding of all forms pertaining to the role of a Liaison and how each is to be correctly completed
  • Attend Professional Learning Community meetings effort for develop professional development and personal growth (Outcome Mapping)
  • Communicate with Director of ESL/Migrant towards achieving the goals of the state in providing applicable services to eligible MEP children
  • Thorough understanding and knowledge of the Code of Conduct, Parent handbooks, District Continuous Improvement Plan and Board Policies.
  • Maintain sensitive and confidential student information
  • Collaborate with ESL/Migrant Director, Director of Student Services and Alternative Services Coordinator for alternative resources
  • Help identifying and recruiting migrant farmworker families in the USD 500 boundaries. Work alongside and coordinate with the Regional Recruiter assigned to KCKPS School District.
  • Recruit by creating the Certificate of Eligibility (COE) qualifying migrant children at USD 500. Report the COE to USD 500 Migrant Director and KS-MEP IDR Coordination
  • Log every ID&R effort (recruitment, outreach, agribusiness contact, etc.) at ID&R Log Form
  • Other duties may be assigned

QUALIFICATIONS:
Required Qualifications
  • Bachelor's Degree
  • Minimum of 5 years' experience with diverse populations (English Language Learners (ELLs, Special Education))
  • Strong Understanding of State and Federal regulations for English Language Learners

Preferred Qualifications
  • Master's Degree
  • Bi-lingual
  • ESOL Teaching experience

COMMUNICATION / ORGANIZATION: Maintains communication with school personnel, and parents/guardians to enhance cooperative action which will meet the educational needs of students. Utilizes existing technology effectively in the performance of duties.
REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
LANGUAGE SKILLS: Ability to read and analyze and interpret general professional journals, technical procedures, or governmental regulations. Ability to write reports, general curriculum and learning theories, correspondence, and protocols. Ability to effectively present information and respond to questions from groups of administrators, staff, parents, students, and the general public.

Ability to establish and maintain effective working relationships with students, peers, parents and community; ability to speak clear and concisely in written or oral communication.
TERMS OF EMPLOYMENT: 261 Days
SALARY: $20.67 - $24.71/hour
FLSA STATUS: NON-EXEMPT
REPORT TO: Director of ESL/Migrant
EVALUATION: Performance of this position will be evaluated in accordance with the Board of Education policy on evaluation
