We are accepting applications for a Financial Analyst position within the Office of Financial Management, Business Office team, headquartered at the James Rhodes State Office Tower, 30 East Broad Street, 11th floor, Columbus, Ohio 43215.
What You'll Do:
- Under direction of Operations Financial Manager examines and/or analyzes accounting records, financial statements, or other financial reports to assess accuracy, completeness, and conformance to reporting and procedural standards.
- Coordinates and processes bi-weekly personal service invoices for hospitals, Office of Pharmacy Services (OPS) and Central Office for OhioMHAS.
- Reviews contract data, requisition, and/or invoices for accuracy/completeness.
- Enters requisitions in Ohio Administrative Knowledge System (OAKS) to create purchase order.
- Reviews data prior to processing to edit for errors.
- Reviews and enters invoice information in OAKS to create vouchers for OhioMHAS personal service contractors and to ensure appropriate payments.
- Submits Purchase Orders and Vouchers to Office of Budget and Management (OBM), State Accounting for review/subsequent approval in OAKS.
- Checks appropriate spending authority in OAKS and refers adjustments to Budget Section.
- Maintains bi-weekly personal service contract status report.
- Balances personal service contract spreadsheet to OAKS.
- Prepares emergency Purchase Orders and Vouchers on as-needed basis.
- Prepares contract cancellations/modifications relative to all OhioMHAS personal service suppliers/contracts as requested.
- Serves as liaison for hospital, OPS and Central Office staff and provides assistance and support services.
- Assists with identification/correction of errors and works to resolve issues/problems (e.g., budget errors, threshold rejects).
- Advises supervisor of any recommendations for process improvement.
- Prepares vouchers/encumbrances and maintains ledger.
- Monitors agency employees' travel authorizations and travel expense reports for available budget.
- Provides technical assistance to OPS and hospital personnel regarding personal service contracts and informs staff of Department of Administrative Services (DAS), Office of Budget and Management (OBM) &/or OhioMHAS policy/procedure changes.
- Performs miscellaneous related tasks:
- Maintains files/records for contracts by fiscal year.
- Serves as back-up resource, filling in (e.g.: file documents and/or purge files periodically, print/assemble/distribute reports/documentation, sort/distribute mail, process invoices/requisitions, process/distribute Central Office and institutional warrants and/or warrant information) for other staff on as-needed basis.
- Processes documentation for lost/stolen/destroyed/canceled/voided warrants to OBM
- Mails warrants as needed.
- Maintains files/records for contracts by fiscal year.
Currently operating under a hybrid schedule. Two days in-office per week, subject to change.

30 mos. exp. or 30 mos. trg. in accounting &/or finance to include an intermediate level of experience in spreadsheet software.
-Or completion of undergraduate core program in business administration, accounting, finance or related field; 6 mos. exp. or 6 mos. trg. in accounting &/or finance to include an intermediate level of experience in spreadsheet software.

-Or equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
