About the Position
CAREER OPPORTUNITY
The city of Las Vegas is accepting applications forHVAC Technician. This position performs a variety of difficult and highly skilled tasks on cooling and heating units and air-conditioning systems; and performs a variety of technical tasks relative to assigned areas of responsibility.
Distinguishing Characteristics
This is the full journey level class within the HVAC Technician series. Employees within this class perform the full range of duties as assigned. Employees at this level receives only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.
Supervision Received
Receives general supervision and work assignments from higher level staff.

EXAMINATION PROCESS:
A civil service examination will be conducted in accordance with the Civil Service Rules of the city of Las Vegas. The civil service examination for this recruitment is a written exam weighted 100% for placement on the eligible list.
ELIGIBLE LIST:
You must score 70% or higher on the written examination to be placed on the eligible list.
SELECTION PROCESS: Final candidate selection will include list placement and may include a hiring interview (if applicable). Any individual offered employment will be required to pass a pre-employment drug test, complete background check,and may be required to demonstrate the ability to perform the physical requirements of the job. Some positions may require preliminary background checks.
EXAMPLE OF DUTIES
Essential Functions:
  1. Installs and maintains the heating, ventilation, and air conditioning systems for city-owned and leased facilities; identifies, troubleshoots, diagnoses and repairs all HVAC equipment malfunctions; modifies, repairs and replaces variable air volume boxes, air handlers, heat pumps, condensing units, package units, thermostats, system controllers, duct work, and other equipment essential to the operation of HVAC systems.
  2. Performs regular inspections on air-conditioning units to ensure efficient operation.
  3. Performs regularly scheduled maintenance on heating and cooling units; calibrates thermostatic controls.
  4. Installs, repairs or replaces low and high pressure liquid lines.
  5. Monitors sensitive equipment rooms within city facilities to adjust HVAC equipment to prevent computer system malfunctions.
  6. Inspects and observes pressure of liquids and vapor with instrumentation to ensure efficient operation of units and makes necessary adjustments; inspects and services refrigeration equipment including refrigerators and ice machines.
  7. Maintains the chilled and hot water supply systems.
  8. Adjusts and maintains internal electrical and electronic control systems; cleans coils and blowers and checks motors and belt tensions.
  9. Assembles and installs metal duct work.
  10. Assists in planning and designing new installations of heating and air-conditioning systems; estimates time, materials and equipment required for jobs assigned; requisitions materials as required.

Marginal Functions:
  1. Responds to public inquiries in a courteous manner; provides information within the area of assignment; resolves complaints in an efficient and timely manner.
  2. Responds to emergencies during evening and weekends.
  3. Performs minor non-structural welding fabrication and installation projects.
  4. Performs related duties and responsibilities as required.

MINIMUM REQUIREMENTS
Experience:
Two years of increasingly responsible journey-level heating and air-conditioning experience.
Training:
Equivalent to graduation from high school, plus additional specialized training in heating and air-conditioning or a closely related field.
Licenses and Certifications:
Completion of an OSHA-10 course in construction industry safety and health hazard recognition and prevention, developed by the Occupational Safety and Health Administration of the U.S. Department of Labor within six months of the date of appointment. Completion card must be continuously maintained while employed in this classification.
Possession of a valid, appropriate driver's license on the date of application, and maintenance thereafter.
Possession of an EPA Refrigerant Technician Universal certification on the date of appointment, and maintenance thereafter.
Possession of a City of Las Vegas fork lift certificate within six months of the date of appointment, and maintenance thereafter.
Possession of an appropriate City of Las Vegas aerial lift certificate within six months of the date of appointment, and maintenance thereafter.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
A variety of test instruments and tools necessary for the repair and maintenance of heating, ventilation, air-conditioning and sheet metal.
Operational hazards and standard safety practices.
Record keeping and report writing.
Computerized electrical circuits and systems as they relate to air-conditioning, heating, ventilation and refrigerated cooling.
Advanced principles of electricity.
Advanced principles of solid state electronics.

COMPENSATION
Annual Base Pay Increases
  • Negotiated as part of the collective bargaining process.
  • Step (Merit) Increase - typically awarded on the anniversary date of hire, up to range maximum.

  • Available for some classifications.

Retirement
  • Benefit eligible employees participate in the Public Employees' Retirement System of Nevada (PERS). PERS, a statewide defined benefit plan, calculates retirement benefits based on 2.25 percent (current percentage for employees hired 7/1/15 and after) for each year of service, applied to the employee's highest consecutive 36-month average salary. PERS also requires that employees share 50 percent of the PERS contribution, which is implemented by reducing the City's salary ranges. The highest consecutive 36-month average salary is increased commensurate with the salary range reductions required by PERS.

Deferred Compensation
  • The city offers a 457(b) Plan which is a government deferred compensation plan similar to a 401(k) plan. It offers both pre-tax and after-tax savings and investment options.

Medical, Dental and Vision Insurance
  • Employees are covered the first of the month following date of employment. Five medical plans, two dental and two vision plans are available. City pays 100% of employee premium + 50% of dependent premium.

Life and AD&D Insurance
  • City provides $20,000 policies at no cost.
  • Additional voluntary life insurance and AD&D insurance available for purchase.

Disability Insurance
  • City provides a long term disability policy:
    • LTD: Employees who normally work at least 30 hours/week are eligible. Benefits begin after 90 days of disability. Payment is up to 60% of earnings, up to $11,000/month, and may not be supplemented with sick or vacation.

  • Employees covered by a City health plan and their covered spouse and dependents over age 18 are eligible for a comprehensive wellness physical exam annually at no cost to them at WellTrac.

VACATION (Hours/Year)
  • Year 1-2: 80 hours
  • Years 3-7: 120 hours
  • Years 8-10: 128 hours
  • Years 11-15: 180 hours
  • Year 16 and over: 200 hours
  • Maximum accrual: 250 hours, if hired after 12/3/2014
  • Sell-back: Up to 60 hours each year; must leave a balance of 40 hours in leave bank.

HOLIDAYS
  • City provides 12 paid holidays plus a birthday holiday.

SICK LEAVE
  • SickLeave:104 hours per year
  • Maximum Accrual: 420 hours, if hired after 12/03/2014
