The Talent Specialist contributes to the overall success of NRVCS in building a talent-based organization by facilitating and conducting the process for the recruitment, selection, and retention of highly talented employees and interns.

Starting Salary: $42,000-Depending on Experience

Responsibilities

  • Works closely with hiring managers to understand their current and future talent needs, their departmental business requirements, and specific functions needing a pipeline of candidates.  Works with hiring managers to ensure job ads are accurate.
  • Develops specific recruiting plans for each open position by understanding organizational plans and objectives with the specific goals of reducing length of time to fill positions, reducing overall turnover and minimize probationary turnover.
  • Has a thorough working knowledge of the requirements and responsibilities of all open positions in order to securely and confidently source for specific roles. Different sourcing strategies would need to be applied based upon the understanding of the jobs and resource pool of candidates.
  • Develops a pool of qualified candidates by networking through industry contacts, industry associations, career fairs, and existing employees. Maximizes social networking resources and internet recruiting sites.
  • Sources and screens all candidates for various positions within the agency.
  • Effectively communicates with applicants, explaining details of the job, company, expectations, and benefit programs. Provides initial screening including a review of work history, education, training, job skills, and salary requirements, and refers qualified applicants to hiring manager for interviewing. 
  • Develops and maintains professional relationships with college universities and community college placement offices as a source to generate qualified applicants.
  • Provides information on company operations and job opportunities to potential applicants. Provides initial screening including a review of work history, education, training, job skills, and salary requirements, and refers qualified applicants to hiring manager for interviewing. 
  • Reviews job posting requests from all service lines, ensuring job is funded in the agency's personnel budget prior to approving.     
  • Responsible for all pre-hire activities, including drug screening, onboarding paperwork, and all required background checks prior to the candidates first day of employment
  • Assist with the execution and facilitation of various HR and recruitment events including hiring events, career fairs, and recruitment trainings. 
  • Stays current of state and federal regulations related to recruiting and hiring. Ensures compliance with DBHDS regulations as they relate to minimum qualifications for each position.
  • Promotes positive communication and collaboration among team members and other community resources needed to provide quality services.  Conducts self in a professional manner at all times.  Participates in team meetings unless absence is excused, completes proper written communication and relays other helpful information as necessary by voice mail and/or e-mail.  Serves on designated teams, committees and work groups.
  • Maintains all communications, both written and verbal, with respect and confidentiality and complies with all HIPAA and 42 CFR Part 2 standards and regulations.
  • Ensures all required certifications and/or licensure are kept up to date (if applicable). Attends/provides other training as required to meet personal professional development and/or program needs. 
  • Completes other related duties as assigned by the Senior Director. 

Qualifications

  • Experience working in an HR setting in talent and recruitment. 
  • Experience working with Talent Management systems
  • Advanced written and verbal communication skills also required. 
  • Proficient in Microsoft Office products and have the ability to learn vendor specific database systems. 
  • Knowledge and experience in employment law and recruitment a plus.
  • Must exercise good judgement, and demonstrate the ability to work independently and as a part of a team.

Education/Experience Required:

  • Bachelor's degree in HUMAN RESOURCES, business or a related field that demonstrates the ability to perform the assigned tasks. 
  • Experience working in an HR setting and excellent computer skills required. 
  • Advanced written and verbal communication skills also required. 
  • Must be proficient in Microsoft Office products and have the ability to learn vendor specific database systems. 
  • Knowledge and experience in employment law and recruitment a plus.
