General Description
The Human Resources Specialist is responsible for providing assistance to Human Resources customers and assisting in the administration of Human Resources functions as assigned. This position also assists in the coordination of Human Resources activities, such as employment, compensation, benefits, training, and employee services at the direction of the Human Resources/Risk Manager. The Human Resources Specialist exercises considerable discretion for independent decisions based on technical or professional knowledge.
Examples of Essential Functions
  1. Provides support of the recruiting and hiring process. (35%)
    1. Acts as a resource to all hiring managers to assist in the recruiting and hiring process to identify staffing needs, job duties, qualifications and skills.
    2. Confers with management and supervisors to identify personnel needs, job specifications, job duties, qualifications, and skills.
    3. Develops and revises job descriptions based on the job evaluation and analysis or feedback from others.
    4. Develops and places job posting on applicable job boards, both internal and external.
    5. Recruits, screens, and schedules interviews of internal and external candidates for open positions. Arranges travel and lodging for out-of-town applicants.
    6. Coordinates and conducts reference, background and drug screening for candidates based on requirements of the position.
    7. Initiates contact with qualified candidates for specific job openings.
  • Additional Duties and Responsibilities (5%)
    1. Performs all duties and responsibilities in a manner consistent with the core values of the City, and consistent with City and Department policies.
    2. Follows safe working practices and has a working knowledge of safety practices and procedures.
    3. Assists in the research and completion of organization-wide projects including but not limited to the development of Policies and Procedures, Employee Handbook and Employee Engagement.
    4. Assists in the completion of exit interviews of employees upon transfer or separation.
    5. Verifies and processes monthly billing statements from vendors.
    6. Participates in department meetings, staff meetings and other related activities.
    7. Adheres to laws, regulations and policies of the City and of the assigned Department. Follows instructions provided by Department Director or their designee.
    8. Completes the identified required or assigned training timely and applies acquired knowledge and/or skills.
    9. Maintains, preserves, retains and disposes of public records pursuant to FS Chapter 119.
  • Emergency Management Role
    1. Participates as a member of the City staff as required to take action in the event of an emergency.
    2. Acts in the assigned role to support the City in disaster preparation and/or disaster recovery efforts as described in the City of Casselberry Emergency Management Plan, supervisor or designee. As a member of the Human Resources Department may be assigned to the Message Center to assist management and employees on Emergency Duty with concerns regarding hours, wages, benefits, etc. and answer all incoming calls to the Emergency Operations Center.(These essential and additional job functions are not to be construed as a complete statement of all duties performed. Employees will be required to perform other job related marginal duties as assigned.)

  • Typical Qualifications
    To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
    • Education and Training: A minimum of an Associate's degree (AA/AS) in Human Resources, business administration or related field is required. A comparable combination of education and experience may be considered.
    • Experience: A minimum of one (1) year experience in Human Resources or related field is required.
    • Certificates, Licenses and/or Registrations Required: Must possess and maintain a valid Florida Driver's license. Professional Human Resources Certification (PHR) is preferred. A Motor Vehicle Record (MVR) check will be made to determine acceptance of past driving record.
    • Security Clearance: Florida Department of Law Enforcement background clearance is required.
    • Knowledge, Skills and Abilities:
    • Knowledge (basic level) of local, state and federal regulations affecting work.
    • Knowledge of legal requirements and government reporting regulations affecting Human Resources functions.
    • Knowledge of the principles and practices of public personnel management.
    • Knowledge of recruitment and selection regulations and practices.
    • Knowledge (intermediate level) of Central Square/NaviLine or similar utilities and work management software.
    • Knowledge of basic supervisory practices and procedures.
    • Skill in effectively dealing with the public and other agencies in a courteous, tactful and impartial manner.
    • Ability to conduct interviews of prospective employees.
    • Ability to establish and maintain effective working relationships with other employees and the public.
    • Ability to operate a motor vehicle.
    • Ability to maintain confidential information.
    • Ability (basic level) to utilize Microsoft Office Suite, e.g. Outlook, Word and Excel.

    WORK ENVIRONMENT & PHYSICAL DEMANDS

    A. Work Environment: This position primarily performs the duties in an office environment. The noise level in the work environment is moderate and consistent with an office environment.
    B. Physical Demands: The primary functions require frequent periods of time sitting at a computer, and using hands to handle or feel. Occasionally this position will stand, walk, bend and drive. In addition, this position may be required to occasionally lift and carry up to twenty five (25) pounds with or without assistance of another person or utilization of lifting equipment. Vision and hearing with or without correction.
    C. Equipment/Tools and Technology Used: This position utilizes the following tools and equipment while performing the duties of the job: Desktop computer, desk phone, desktop scanner, copier, fax, printer and city vehicle.
    D. Employee Infection/Exposure Risk Classification: Category III: Employee performs tasks that involve no exposure to blood, body fluids or other potentially infectious materials (OPIM). Persons who perform these duties are not called upon as part of their employment to perform or assist in emergency medical care or first aid, or to be potentially exposed in some other way. Tasks that involve handling of implements or utensils, use of public or shared bathroom facilities or telephones, and personal contact such as handshaking are Category III tasks.
