Duties

Responsibilities at the FV-F level:

The Human Resources Specialist performs work assignments under the close supervision of a manager and in support of experienced professionals. Acts as a member of a team for projects/programs within a defined area of responsibility. Coordinates with a manager or more experienced professional to plan time and use assigned resources to accomplish tasks.

Researches, interprets, and analyzes laws and regulations to resolve a variety of complex benefits and entitlements. Regularly refers problems and work issues to a manager or more experienced professional for guidance. Disseminates policies as required to ensure employees and management are kept informed of changes affecting retirement and other benefits. Provides counseling to management officials and employees on Civil Service Retirement System (CSRS), Federal Employees Retirement System (FERS), divorce settlements, continuation of health and life benefits, Social Security coverage, effect of remaining annual and sick leave, the Thrift Savings Plan (TSP) Program, Medicare benefits, survivor benefits and disability retirement.

Work typically is reviewed frequently during assignments and at completion to ensure timeliness, policy compliance, and alignment with the requirements of projects and/or other work activities. Work activities typically support activities of the organizational unit and may affect project/program objectives for the major subdivision and the LOB/SO. The work may affect internal and external customers.

Responsibilities at the FV-G level:

The Human Resources Specialist performs a combination of routine, multiple and varying assignments under general supervision of a manager and in support of experienced professionals. Acts as an individual contributor and member of a team for projects/programs within a defined area of responsibility. Demonstrates some independence in planning time and using assigned resources to accomplish tasks and small projects.

Applies experience and detailed knowledge applicable to interpreting and applying federal retirement laws, regulations, and principles related to federal benefits to plan and accomplish work assignments. Typical assignments may include collecting and analyzing data/information; conducting research; applying policies and procedures; identifying problems; and working with higher level and lower level professionals in day-to-day operations; provides technical guidance, assistance and counseling to management and employees on the most complex and highly sensitive issues in federal benefits administration.

Established policies/procedures provide guidance for most assignments but allow some discretion for employee to select the most appropriate approach(es). Typically receives guidance on selecting approaches from a manager or more experienced professional.

Responsibilities at the FV-H level:

The Human Resources Specialist performs multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced professional. Acts as an individual contributing Specialist, member of a team and may perform some leadership functions for small projects/programs or other work activities. Demonstrates independence in planning time and helping a manager, project/program manager, and/or team leader to plan and use assigned resources to accomplish projects/programs, and work assignments. May identify and request additional resources, as needed.

Typical assignments may include tracking and analyzing data to ensure compliance with policies and procedures; providing technical guidance to less-experienced professionals in day-to-day operations; identifying, analyzing, and recommending solutions for complex/difficult problems; and recommending improvements to systems and processes.

Qualifications

To qualify for this position at the FV-F level: You must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-E, FG/GS-4. Specialized experience includes: Experience with applying knowledge of a wide range of Civilian Federal Government benefits concepts, practices, laws and regulations in order to advise on technical services related to the Federal Employees Health Benefit Program (FEHB), Thrift Savings Plan (TSP), Federal Employees Group Life Insurance (FEGLI), and federal retirement benefits programs.

To qualify for this position at the FV-G level: You must demonstrate in your application that you possess at least 1 year of specialized experience equivalent to the FV-F, FG/GS-5/9. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Education

FV-F: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, gained from an accredited college or university.

FV-G: Successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, is required.

FV- H: Education cannot be substituted for experience.

Substitution of education or equivalent combinations of education and experience may be qualifying for this position. To qualify based on education, you must submit a copy of your college transcripts. If selected, official transcripts will be required prior to employment.

Foreign Education: Foreign education must be evaluated by a private professional organization specializing in interpretation of foreign education credentials or an accredited U.S. educational institution in terms of equivalency to a degree acquired at an American college or university. A copy of the evaluation results must be included in your application package. If you do not include a copy of the evaluation as part of your application package, your foreign education will not be considered.

This position may be filled at the FV-F, FV-G, FV-H band. The FV-F/G pay band is considered developmental and requires less responsibility and more supervision.
