You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-09:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:

• Experience assisting customers and/or management on a wide range principles, practices, and advisory services, part of a Human Resources (HR) specialization such as, but not limited to, HR Systems, Compensation, Classification, Recruitment, Employee Benefits, Organizational Development, Performance Management and Employee Labor Relations.
• Experience applying recruitment and placement regulations, laws, and OPM guidance.
• Experience providing comprehensive recruitment and placement staff assistance.
• Experience assisting with conducting a variety of analytical studies and/or projects involving complex programs, systems, or issues having impact on multiple IRS locations and/or organizations. Assisting with special projects and programs.
• Experience utilizing HR information systems (e.g., HR Connect, USA Staffing, Career Connector.)

OR
You may substitute education for specialized experience as follows: a master's or equivalent graduate degree in a related field of study;
OR
2 full years of progressively higher level graduate education leading to a master's or equivalent graduate degree in a related field of study.
OR
LL.B. or J.D., if related.
SPECIALIZED EXPERIENCE GS-11:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:

• Experience assisting customers and/or management on a wide range principles, practices, and advisory services, part of a Human Resources (HR) specialization such as, but not limited to, HR Systems, Compensation, Classification, Recruitment, Employee Benefits, Organizational Development, Performance Management and Employee Labor Relations.
• Experience applying recruitment and placement regulations, laws, and OPM guidance. Providing comprehensive recruitment and placement staff assistance.
• Experience assisting with conducting a variety of analytical studies and/or projects involving complex programs, systems, or issues having impact on multiple IRS locations and/or organizations to persuade, negotiate and provide technically sound information in a highly effective and clear manner. Assisting with special projects and programs.
• Experience utilizing HR information systems (e.g., HR Connect, USA Staffing, Career Connector) to resolve errors, verify data, and quality review.

OR
You may substitute education for specialized experience as follows: a Ph.D. or equivalent doctoral degree in a related field of study;
OR
3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study;
OR
LL.M., if related.
SPECIALIZED EXPERIENCE GS-12:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:

• Experience assisting customers and/or management on a wide range principles, practices, and advisory services, part of a Human Resources (HR) specialization such as, but not limited to, HR Systems, Compensation, Classification, Recruitment, Employee Benefits, Organizational Development, Performance Management and Employee Labor Relations. Conducting training and presenting information on recruitment and placement regulations, laws, and OPM guidance. Providing comprehensive recruitment and placement staff assistance.
• Experience assisting with conducting a variety of analytical studies and/or projects involving complex programs, systems, or issues having impact on multiple IRS locations and/or organizations to persuade, negotiate and provide technically sound information in a highly effective and clear manner, assisting with special projects and programs.
• Experience utilizing HR information systems (e.g., HR Connect, USA Staffing, Career Connector) to resolve errors, verify data, and quality review.
