Job Title: Human Resources Specialist - District Service Center

SUMMARY: The Human Resources Specialist will perform administrative duties related to the operation of the Human Resources office.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Other duties may be assigned.
- Creates, monitors, and closes job postings.
- Conducts new hire meetings and coordinates the on-boarding process.
- Assists department staff with scheduling interviews.
- Assists Human Resources Director with monitoring compliance with applicable laws and regulations governing personnel functions.
- Maintains and tracks all training and clearance requirements for employees, volunteers, and contractors as required (Act 153, Act 15, Act 168, Act 126, Act 71).
- Processes required paperwork and Keystone (HRIS) updates for new hires, resignations, employee transfers, changes in job classification, and other related employment matters.
- Answers and directs departmental phone calls.
- Receives and distributes office mail.
- Provides clerical support for the office of Human Resources including preparing documents, filing, and Keystone (HRIS) database maintenance and data entry.
- Processes purchase orders and orders supplies for the Human Resources department.
- Provides back-up support and coverage for District Service Center Receptionists.
- Coordinate and monitor the placement of student teachers.
- Processes employment verifications.
- Verifies and submits District work history for temporary, professional and administrative staff in TIMS.
- Provides end user assistance for Human Resources related software applications including but not limited to Keynet, Sharepoint, Frontline, Recruit & Hire, SAMS/ESS, SafeSchools, App Garden.
- Processes tuition reimbursement in Frontline and submit paperwork to accounts payable.
- Prepare the Board agendas for the Human Resources office and process board approval notifications.
- Collects data and submits state reports (PIMS, EEOC, PA new hire reports, CRDC, etc.).
- Submits unit pay (coach, activities, clubs) information to payroll.
- Performs other responsibilities as assigned.

- Ability to learn and utilize new software programs as systems are upgraded and to provide training and support to end users.
- Ability to apply knowledge, current research, and theory in the Human Resources and Education field.
- Ability to communicate clearly and concisely, both orally and in writing.
- Ability to create and maintain organized records.
- Ability to perform duties with awareness of all district requirements and School Board policies.
- Punctual, reliable and able to work with minimal supervision.
- Strong clerical skills including typing, proofreading, grammar and spelling.
- Proficiency in Microsoft Office.
- Proficiency in Google applications (or ability to learn).
- Must possess exceptional attention to detail and strong organizational skills.
- Ability to develop effective and positive working relationships with staff and school community.
- Ability to adjust to interruptions, variables or changes in standardized situations.
- Ability to recognize and respect confidentiality of information.

EDUCATION AND EXPERIENCE:
High school diploma or GED. Experience with personal computer applications such as word processing, spreadsheet, email, Internet, Power Point, and Web Page Design. Familiarity with District policies and procedures, School Code and the Pennsylvania Department of Education regulations.
CERTIFICATES, LICENSES, REGISTRATIONS:
PA Department of Education required background clearance certifications.
LANGUAGE SKILLS:
Ability to read, analyze, and interpret periodicals, professional journals, technical procedures, or governmental regulations. Ability to understand and use correct grammar in oral and written communications. Ability to speak effectively with a variety of audiences and before groups.
MATHEMATICAL SKILLS:
Ability to add, subtract, multiply and divide in all units of measure using whole numbers, fractions, and decimals. Ability to compute rate, ratio and percentage.
REASONING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form. Ability to analyze situations and to carry out the necessary response.

While performing the duties of this job, the employee is regularly required to sit or stand and talk or hear. The employee is also required to walk throughout the office area and use arms, fingers, tools, or controls in repetitive motions. The employee is required to reach constantly to articles on the desk and be able to use arm and finger motions required in typing. The employee is occasionally required to stand and reach with hands and arms and is occasionally required to lift objects between one and twenty pounds from the floor or waist to the waist or above the shoulders. Specific hearing abilities required by this job include perceiving normal oral conversation in person and on the telephone with little to moderate background noise.
Specific vision abilities required by this job include distance and close vision such as to read handwritten or typed material and the ability to adjust focus. The position requires the individual to meet multiple demands from several people and interact with staff, students, and parents/guardians.

The noise level in the work environment is usually low to moderate. Some workspaces are confined without windows; these are mainly internal offices, closets and storage areas.
