WORK OBJECTIVE:
The Human Resources and Risk Manager is responsible for the supervision of Human Resources and Risk Management functions, including the administration, monitoring, and enhancement of plans that optimize organizational talent, structure, processes, culture, and safety. Key responsibilities include but are not limited to the City's Personnel and Employee Safety Policies, Risk Management, Benefits Administration, Employee Relations, Labor Relations, Recruiting, Leave Administration, employee onboarding and offboarding, and Compensation. This position reports to the Director of Human Resources and Risk Management.
ESSENTIAL FUNCTIONS:
  • Plans and implements Human Resources programs and activities as directed, ensuring for compliance with applicable policies, procedures, laws, and regulations.
  • Administers programs and initiatives related to Risk Management including safety, wellness, and Workers' Compensation. Responsibilities involve intake, processing, and ongoing monitoring/management of General Liability and Workers' Compensation claims, including responding to inquiries, issues, and requests.
  • Identifies, communicates, and participates in the mitigation of safety concerns and potential risks.
  • Actively participates in administering and monitoring the City's Personnel and Safety policies, benefits and compensation program, employee relations, labor relations, recruiting, leave administration, employee development and training, employee onboarding and offboarding, and other programs as identified or assigned.
  • Assists in continuous improvement initiatives including developing, implementing, and enhancing human resource department goals, programs, and initiatives.
  • Assists with providing guidance and coaching to supervisors on performance management, development, and handling employee issues.
  • Participates in addressing employee relations issues, including investigation of employee complaints and grievances, and recommending timely remedial and corrective action(s).
  • Participates in collective bargaining negotiations and contract application.
  • Researches, analyzes, and recommends ways to implement innovative and strategic system and process changes to improve efficiencies and responsiveness.
  • Assists in continuous improvement initiatives including developing, implementing, and enhancing Human Resource and Risk Management goals, programs, and initiatives, while ensuring for ongoing compliance with changing laws and regulations.
  • Assists in conducting and responding to compensation and benefit surveys and public record requests.
  • Provides oversight and monitoring of employee leave (local, state, and federal) and accommodation requests and procedures.
  • Attends and participate in professional group meetings, staying abreast of new trends and innovations in assigned area(s) of human resource management. Serves on committees and boards as needed.
  • Provides supervision and training to department staff.
  • Continues professional development efforts, staying abreast of ongoing changes and trends in Human Resources and risk management law, strategies, and processes.
  • Performs other duties as assigned.
MINIMUM QUALIFICATIONS
  • Bachelor's degree in Business, Human Resources or a related discipline required with seven (7) years of progressive responsible experience in all aspects of Human Resources; two (2) years of Risk Management, labor relations, and supervisory experience; and professional HR certification. Equivalent combination of education, training, and experience may be considered.
  • Completion of Risk Management Coursework and/or certifications is highly desirable.
  • Experience in the development and delivery of formal training programs is highly desirable.
  • Possess and maintain a valid state of Florida driver's license and acceptable driving record.
  • Flexibility to work additional hours related to work assignments should the need arise.
Exceptions to the minimum qualifications must be reviewed by the Human Resources Director and approved by the City Manager prior to job offer.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Extensive knowledge of and the ability to interpret, apply, and ensure for adherence with the principles, practices and procedures of Human Resources administration, safety programs, risk management, and effective employee and labor relations practices, including local, state, and federal laws and regulations governing these activities.
  • Knowledgeable of city-wide occupational hazards and safety precautions.
  • Ability to plan and conduct effective safety audits, training programs and present information to both small and large groups.
  • Ability to express ideas clearly and concisely, both orally and in writing.
  • Ability to learn and utilize new skills and information; read and interpret complex materials; use initiative and independent judgement within established guidelines; and assemble and analyze information and make written reports and records in a concise, clear, and effective manner.
  • Ability to prioritize, organize, track, and follow-up on details and meet deadlines for multiple projects with varying completion dates.
  • Ability to maintain confidential and sensitive information demonstrating a high degree of professional integrity.
  • Ability to establish and maintain effective and professional working relationships with employees, supervisory staff, City Administration, elected officials, outside agencies and the general public.
  • Demonstrates proficiency in the use of MS Outlook, Excel, Word, and PowerPoint and standard office equipment.
PHYSICAL & ENVIRONMENTAL REQUIREMENTS
  • Work is frequently performed in an office setting and involves the use of standard office equipment and intermittent sitting, standing, stooping, crouching, and walking, with the potential for extended periods of sitting and standing.
  • Intermittent lifting, pushing, pulling, and carrying of light objects and moderately heavy objects up to 25 lbs.
  • Work is occasionally performed in outdoor environments, which may result in potential exposure to disagreeable elements (e.g., heat, humidity, inclement weather, etc.). Some tasks include working in and around moving vehicles and associated vehicle/equipment areas, where heightened awareness to surroundings and adherence to established safety precautions is essential in avoidance of injury or accidents.
  • Requires visual and muscular dexterity and hand/eye coordination for extended periods, hearing sounds/communication, close vision, and handling/grasping/fingering objects.
  • May involve occasional travel to various City locations or other municipalities.
