POSITION DESCRIPTION
POSITION TITLE: Human Resource Manager DEPARTMENT: County Judge Executive

SALARY RANGE: $55,000 – 90,000/year APPROVED BY: County Judge Executive

POSITION PURPOSE
Responsible for the successful coordination and implementation of the Human Resource office operations for all the county staff and other outside agencies on all issues to include, but not limited to, staffing, employee benefit programs, policies and procedures, etc. Handles discipline and termination of employees in accordance with county policy.
ESSENTIAL FUNCTIONS AND BASIC DUTIES
1. Develops and administers personnel policies and procedures.
2. Edits, updates and maintains the County Administrative Code and the Employee Handbook working closely with the County Attorney.
3. Ensures that policies and procedures are in compliance with federal, state and local laws and ordinances.
4. Works with County Judge Executive to understand and execute the county’s human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention and succession planning.
5. Manages the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants. Collaborates with department heads to understand skills and competencies required for open positions.
6. Oversees employee disciplinary meetings, terminations and investigations.
7. Maintains compliance with federal, state and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
8. Maintains knowledge of trends, best practices, regulatory charges, and new technologies in Human Resources, talent management and employment law.
9. Maintains all personnel and health files for all county employees.
10. Ensures County ADA Compliance.
11. Implementation and updating of County Drug and Alcohol Policy.
12. Maintains records and communication with insurance companies regarding County claims.
13. Maintains County Bond book.
14. Maintains County Vehicle log.
15. Handles all insurance claim submissions for accidents, injury and worker’s compensation claims.
16. Maintains the County Capital Asset Schedule to ensure all county property is properly insured and inventoried.
17. Oversees the employee benefits program.
18. Maintains up-to-date training and knowledge regarding all health and benefit plans the county offers to employees including completion of online, webinar and in person training conducted by the Department of Employee Insurance (DEI) and Kentucky Group Life Insurance (KGLI) such as KHRIS Access Training, Open Enrollment Training and Yearly iStep Training that includes HIPAA.
19. Assists with the development and implementation of employee programs which may include recognition and wellness.
20. Performs other duties as assigned.
QUALIFICATIONS
EDUCATION/CERTIFICATION/LICENSING REQUIRED:
§ Graduation from an accredited high school or equivalency (GED).
§ Minimum of an Associate Degree in human resource or business-related field.
EXPERIENCE REQUIRED:
§ 2-5 years of experience in Human Resources or related field.
§ 1 to 3 years Microsoft Word, Excel, Power Point and Database Software experience.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
1. Knowledge of and ability to operate standard equipment used in an office setting.
2. Computer skills and the ability to utilize specialized software.
3. Excellent verbal and written communication skills.
4. Excellent interpersonal, negotiation and conflict resolutions skills.
5. Excellent organizational and problem-solving skills.
6. Proficiency with or the ability to quickly learn the organization’s HRIS and talent management system.
7. Thorough knowledge of employment-related laws and regulations.
8. Ability to establish effective working relationships with county officials, department employees and the general public.
9. Knowledge of modern office methods, procedures, filing, telephone techniques and office equipment, as well as spelling, grammar and punctuation.
10. Extensive knowledge of human resource laws and administrative regulations.
11. Ability to maintain a good working relationship with all co-workers, and the general public and to use good judgement in recognizing scope of authority.
12. Ability to maintain confidential information and exercise professional judgement.

WORKING CONDITIONS PHYSICAL EFFORT:
§ Prolonged periods of sitting at a desk and working on a computer.
§ Lifting up to 25 pounds is a requirement of the position.
OVERTIME REQUIREMENTS: Exempt
AVAILABILITY: Regular Shift but may be contacted on emergency basis.
