Job Responsibilities
Responsibilities of Human Resources Manager I
The Human Resources Manager serves the college in all aspects of benefits, retirement, time and leave, and related areas in the Human Resources Division. Serves as subject matter expert for Percipio, Survey Monkey, and HR business operations.
  • Oversees timekeeping and the Employee Leave Program. Provides training to employees and supervisors on the Electronic Leave Program, E-Leave. Keys new employees, assigns or changes supervisor, enters work schedule, assigns approvals, and assigns roles in E-Leave. Assists employees with adjustments and corrections. Responsible for obtaining state service certifications for new hires and calculating adjusted state service date. Ensures employees' dates are accurate in SCEIS and Datatel. Partners with supervisors to ensure employees enter their working time (if nonexempt) and leave. Runs weekly time report to ensure working time, if applicable, and leave are entered and approved.
  • Serves as Benefits Manager ensuring all employees are informed and advised of entitlements, and proper paperwork is submitted with minimal errors. Assists employees with enrollment, changes, and issues. Manages the open enrollment process for the College. Presents and discusses benefit options at New Employee Orientation. Partners with PEBA, physicians, hospitals, and other agencies. Investigates and handles any issues with enrollment, changes, and billing. Responsible for COBRA (Consolidated Omnibus Budget Reconciliation) and HIPPA (Health Insurance Portability and Accountability Act) requirements. Coordinates Health Screenings, Retirement Seminars, Open Enrollment Sessions, Health and Wellness Workshops, and Flu Shot Clinic.
  • Administers and counsels employees on Retirement Programs to include State Retirement Program, Optional Retirement Programs, South Carolina Deferred Compensation Program, and related programs. Ensures that all paperwork is processed. Assists employees through retirement and/or disability process. Presents and discusses retirement options at New Employee Orientation.
  • Oversees transfer of data between SCEIS and Datatel. Ensures data is accurate by reviewing daily emails to ensure actions transfer and monthly batch reports. Works with state office on any errors found.
  • Coordinates FMLA and other leave for employees. Responsible for preparing and sending FMLA letters and documentation, tracking FMLA and other leave, and communicating with Director of HR and Supervisors concerning FMLA or other leave. Other leave includes, but is not limited to Worker's Compensation and Paid Parental Leave.
  • Serves as subject matter expert and contact for Percipio Online Training and Survey Monkey. Enters all new hires into Percipio. Ensures new hires complete training within first month of employment. Updates annual training dates to ensure all employees are on the same schedule. Runs reports to ensure annual training is completed in timely. Follows up with employees and supervisors as needed. Creates, sends, and reports results related to Human Resources surveys including training surveys, activity surveys, exit interviews, employees of the year nominations, and reference checks.
  • Performs business manager tasks for Human Resources serving as a Procurement Card holder. Completes travel reimbursement forms and purchase requisitions. Plans and participates in Employee Appreciation activities in conjunction with Human Resources Team. Manages the Food Share program.
  • Performs other duties as assigned.

Minimum and Additional Requirements
State Minimum Requirements: A bachelor's degree and experience in Human Resources management programs. Must have a valid driver's license.
NETC Preferred Requirements: A bachelor's degree plus two (2) years experience in Human Resources management programs.
Preferred Qualifications
Knowledge of principles and practices of Human Resources management. Knowledge of the policies and procedures of the assigned program area(s) and of agency policies and procedures. Knowledge of federal laws and state regulations affecting Human Resources management. Ability to establish and maintain effective working relationships. Ability to analyze needs and resources and to recommend and communicate solutions effectively. Ability to exercise judgment and discretion in applying and interpreting a variety of policies and procedures.
Additional Comments
Must be able to work with minimal supervision. Ability to exercise professional judgment and decision making.
Mostly indoors in air conditioned/heated environment. Ability to sit and stand for long periods of time. Overnight travel may be required. Ability to lift 50 lbs. Travel to other campuses required.

NETC is a qualified employer for Public Service Loan Forgiveness (PSLF) program. The PSLF Program forgives the remaining balance on your Direct Loans after you have made 120 qualifying monthly payments under a qualifying repayment plan while working full-time at NETC. To qualify for PSLF, you must:

  • work full-time for that agency or organization
  • have Direct Loans (or consolidate other federal student loans into a Direct Loan)
