Position Description:
Acting under the direction of the Executive Director, the Human Resources Director provides Human Resources administrative support to organization employees in the areas of HRIS, new hire and termination processing, leaves of absences, general benefits administration, file and records maintenance and reporting. Other responsibilities include conducting on-boarding of new hires, coordinating with recruitment to ensure employees complete orientation, coordinating with supervisors on employee training and regulatory compliance, filing required health and regulatory forms, setting up new personnel files, and entering information into the HR/Payroll database.
The Human Resources Director also acts as the primary contact for benefits administration to include answering basic employee inquiries and processing leave of absence premium payments. Additionally, the Human Resources Director acts as a resource to managers and directors in a variety of matters that may include employee discipline, informing staff of employment details, investigations, harassment allegations, work complaints, or other employee concerns.
Responsibilities and Duties
- Personnel and Human Resources Execution of the principles and procedures for personnel recruitment, selection, training, compensation and benefits, labor relations and negotiation, and personnel information systems.
- Recruitment and Employee Retention Working closely with directors and managers, develop strategies to recruit qualified employees, analyze job requirements, develop job descriptions and job posting materials, and interview prospective employees. The Human Resources Director is also an integral member of the administration team identifying, developing, and implementing tools and programs that enhance the overall employee experience and that provide data from which improvements can be made.
- Regulatory Compliance The Human Resources Director will ensure compliance with OSHA regulations, California Code of Regulations Titles 17 and 22 as they apply to programs that serve adults with developmental disabilities, US Department of Labor regulations, and California Division of Labor Relations regulations.
- Customer and Personal Service The Human Resources Director is responsible for successfully implementing principles and processes for providing customer and personal services including customer needs assessment, meeting quality standards for services, and evaluation of customer and employee satisfaction. This will also include addressing employee relations issues such as harassment allegations, work complaints, or other employee concerns mitigating organizational risk.
- Culture The Human Resources Director is responsible for monitoring the work culture and recommending/employing strategies to increase and maintain a positive work environment. A great emphasis shall be placed on ensuring diversity, equity, and inclusion throughout all levels of the organization and providing training to staff and managers in this area.
- Administration and Management The ideal candidate will have strong knowledge of business and management principles involved in strategic planning, resource allocation, Human Resources modeling, leadership technique, production methods, and coordination of people and resources.
Qualifications
Qualifications
- Bachelor's Degree or higher from an accredited college or university preferred. Education may be substituted for experience.
- Minimum 2 years' experience working in human resource management.
- Human Resources certification from an accredited college or university or a certificate from SHRM or HRCI preferred.
- Successful track record of setting and meeting ambitious and realistic goals.
- Proven success engaging and working with staff, leadership team members, and in developing collaborative relationships that advance an organization's culture.
- Experience in public relations, communications, and strategic planning is strongly preferred.
- A minimum of one year of supervisory experience (four or more years' experience preferred).
- Extensive experience with computer software systems including, but not limited to, Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook), HRIS software, payroll systems, and Internet.
- Highly ethical and professional standards.
- Strong leadership skills including problem-solving, attention to detail, critical thinking, vision, personal and group accountability, coaching, mentoring, and inspiring others to excel.
- Superior verbal and written communication skills.
- Personal vehicle to be used for company business, current and valid California driver's license, and a driving record that meets agency standards for driving on company business.
