DEFINITION
Under general supervision, performs a variety of routine to difficult, confidential clerical duties to assist in the day-to-day operation of the Human Resources Department; may serve as a receptionist for the Human Resources Department and back-up receptionist for City Hall; may provide clerical support to all professional staff, including the Director of Human Resources; and performs other duties as assigned.
DISTINGUISHING CHARACTERISTICS
The Human Resources Clerk II is the journey-level classification in the Human Resources clerical series. The Human Resources Clerk II is distinguished from the Human Resources Clerk I in that it is assigned more complex clerical projects/assignments requiring more independent judgment with general supervision. It is also distinguished from the Human Resources Technician job classification, which requires technical expertise within a specific assigned program area and is assigned the most complex, para-professional assignments/projects.
SUPERVISION RECEIVED
General supervision is provided by the Human Resources Programs Manager. The Director of Human Resources and Human Resources Technicians may also provide work assignments and lead direction.
SUPERVISION EXERCISED
May provide direction to the Human Resources Clerk I job classification and/or temporary employees.
Examples of Important and Essential Functions
General Office Functions
Routes incoming telephone calls to the proper person/department; assists applicants, the public, and city employees by providing exceptional customer service; sorts and distributes incoming mail; assists internal and external customers by providing general City information, forms, and other documents; answers general questions regarding City personnel rules, regulations, and policies; composes, reviews, and edits correspondence, reports, memoranda, and other documents; orders materials and supplies; processes purchase orders; monitors supply budget; processes claims for payment; processes wire transfers to the Finance Department for account reimbursements; prepares notices to employees; assists in the set-up and take-down of training classes and testing sites; ensures the security of confidential information and materials such as personnel files, medical files and information, testing materials, and other sensitive documents and information; coordinates and administers one or more assigned projects in a program area; gathers information, conducts basic research from a variety of sources and makes recommendations on assigned projects; may serve on City-wide committees as the Human Resources Department representative.
Human Resources Information System Functions
Uses personal computers to perform data entry, word processing, and report generation including preparation of spreadsheets and tables, brochures and flyers, Human Resources/payroll and applicant tracking information, and other specialized functions; and may serve as the administrator and/or back-up to an administrator for a specialized software function.
Benefit/Payroll Programs Functions
Assists employees by providing general benefits information and completion of forms; maintains self-funded dental plan monthly eligibility list; prepares employee payroll and personnel paperwork and processes a variety of personnel-related forms and records; reviews time cards and researches employee information; verifies employment information requested from other agencies; and performs new hire orientations for temporary employees.
Recruitment, Testing, and Classification Functions
Prepares and distributes employment announcements, supplemental questionnaires, and other employment related documents; inputs and prepares reports of statistical data for each recruitment; prepares eligible lists, certification of eligible list packets, and notices to candidates regarding examination processes and results; schedules testing sites and orders written test materials; assists in the monitoring of written examinations; answers employment inquiries on the phone and in person; may place employment advertisements in publications; reviews application materials for completeness; prepares/formats classification specifications from copy; distributes new and updated classification specifications; and completes salary survey forms.
Job Related and Essential Qualifications
Demonstrated Knowledge of :
Modern office methods, practices, and procedures; proper English usage, spelling, grammar, and punctuation; alphabetical, numerical, and chronological filing and record keeping systems; modern office equipment including multi-line telephone; receptionist and telephone answering techniques; general Human Resources department practices including confidentiality and privacy concerns; general recruitment and testing processes; and personal computer software applications.
Demonstrated Skills to:
Communicate effectively and establish and maintain cooperative relationships with all internal and external customers; exemplify and foster an enthusiastic, resourceful, and effective service attitude; remain calm when working with people in a variety of emotional states or who may be critical and/or in disagreement with the information provided; effectively prioritize assignments to meet deadlines; read, understand, and interpret written information; maintain accurate, up-to-date records; efficiently operate a multi-line telephone; utilize personal computers and computer software to perform word processing, spreadsheet, and specialized functions; proofread to identify and correct errors in grammar, punctuation, spelling, and arithmetic; use independent judgement; and maintain confidentiality of personnel and medical records/information.
Ability to:
Effectively apply the required knowledge and skills in the daily performance of assigned duties; learn and apply City Personnel Rules & Regulations and other City policies to everyday situations; use independent judgement; read, comprehend, and interpret a variety of personnel related written materials; develop solutions to problems within established guidelines, using initiative and sound judgement; be flexible and adapt to changing conditions; and meet the City's keyboarding standard (45 net wpm).
Experience, Education, and Training Guidelines:
Any combination of experience, education and training that would provide the best-qualified candidates. A typical way to obtain the knowledge, skills, and abilities would be:
Experience : Two years of progressively responsible Human Resources related clerical work in a public sector agency (equivalent to the City's Human Resources Clerk I job classification) which involved computer processing and extensive public contact in person and on the telephone.
Education : Equivalent to graduation from high school, supplemented by related college courses and/or technical in-service training.
Training : Any recent training such as academic courses and certification programs, which are relevant to this job classification.
License : May require the possession of a valid California Driver's License and a satisfactory driving record as determined by the City.
Other Requirements : Willingness and ability to work scheduled and emergency overtime, weekends and evenings; attend meetings, training, and seminars during work and non-work hours; and work outdoors in all weather conditions.
Special Requirements : Essential duties require the mental and/or physical ability to read fine print and text on computer monitors; understand voices over the telephone and in person, often over background noise; communicate in a clear, understandable voice with sufficient volume and tone quality to project effectively over the telephone or in person; reach, bend, stretch, and stoop; and strength to safely lift and maneuver office supplies and equipment weighing up to 30 pounds.
