The HR Team enjoys partnering with departments to assist in areas including, but not limited to: employee training and development, succession planning, employee engagement, performance management, recruitment and selection, on-boarding, leave of absence, benefits administration, workers' compensation, public liability, general insurance, City and special event insurance, and safety awareness and training, including compliance with Occupational Safety and Health Administration (OSHA) guidelines and employee wellness programs.

You'll be responsible for:
- Strategizing with hiring managers on approaches and methods to attract and retain top-tier talent.
- Being the ambassador of the City to all applicants, job candidates, and new hires.
- Provide coaching to managers regarding performance management, employee relations, workforce planning, and succession planning.
- Organize and implement training across the organization.
- Manage day-to-day recruitment needs of the hiring managers.
- Assist in maintaining our NEOGOV and Workday systems.
- Participate in the planning and execution of popular special events for TeamRC.

Education and/or Experience:
Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for satisfactory job performance. Example combinations include five years of increasingly responsible clerical, technical and routine administrative experience related to the responsibilities of the assigned position, including or supplemented by college-level training in Human Resources, Risk Management, public administration, organizational development, or a related field.
Knowledge, Skills, and Abilities:
Knowledge of administrative practices and procedures involved in public entity Human Resources, self-insurance and Risk Management programs, claims investigation and processing; federal, state, and local laws and ordinances governing employment practices and procedures; the principles and practices of public agency Human Resources administration; full lifecycle recruiting components to include sourcing; qualifying; networking; assessing; and wage/salary; Federal drug testing and employment laws; types of insurances. Skills in project management; MS office suite, HRIS, and internet; analyzing various analytical data including but not limited to equal employment, recruitment, classification and compensation, workers comp and turnover data in order to recommend an appropriate course of action; communicating effectively verbally and in writing to exchange information; the maintenance of effective working relationships with employees at all levels; compose correspondence; prepare and maintain accurate records and reports; establish and maintain cooperative working relationships. Ability to conduct claims investigations and take statements; interpret and apply related policies and local, state and Federal safety regulations; effectively coach employees and management through complex and difficult issues; thrive in an ambiguous and rapidly changing environment; set high personal goals and work independently; organize, multi-task and prioritize tasks; make recommendation to effectively resolve problems or issues.
Licenses, Certificates, Special Requirements:
Possession of a valid Class C California driver's license and satisfactory driving record.
Physical Demands: Frequent standing and sitting. Dexterity and coordination to handle files and single pieces of paper; occasional lifting of items weighing up to twenty-five pound such as files, stacks of paper, reference and other materials. Moving from place to place within the office; some reaching for items above and below desk level. Strength, dexterity, coordination, and vision to use keyboard and video display terminal occasionally.
Working Conditions: Generally clean work environment with limited exposure to conditions such as dust, fumes, odors or noise. Travel throughout the City is required.
