This is a highly responsible administrative position, involving the application of complex and/or technical employment administration. Duties require a high degree of personal interaction mainly with employees and applicants and require strong communication skills both written and verbal.Education Required: Graduation from an accredited 4 year college or university
Area of Study (major) Required: Human Resources Management, Business Administration, Public Administration, or closely related field
Certification(s) Required: Member of GBR-SHRM Local Chapter or National Society of Human Resources Management within 12 months
Preferred: (CP) Certified Professional in Human Resources through HRCI or (PHR) Professional in Human Resources through SHRM.
Years Relevant Work Experience: 1-year experience in general administrative work. Equivalent combination of education and experience will be considered.
Preferred: 10 or more years related experience
Knowledge, Skills, and Abilities:
- Knowledge of Human Resources principles and practices
- Knowledge of applicable federal, state and local laws, rules and regulations governing employment
- Knowledge of modern office practices, procedures and equipment including word processing, database, spreadsheet and file management
- Moderate mathematical and computer skills
- Strong oral and written communication skills
- Ability to use modern office methods, techniques, and equipment
- Ability to follow complex oral and written instructions
- Ability to exercise judgment based on established policy and practice
- Ability to screen applications, resumes, and supplemental questions for qualifications
- Ability to quickly learn BREC policies, procedures and programs
- Ability to read, understand, interpret, explain and apply Human Resources policies and procedures, and rules and regulations to employees, staff and the general public.
- Ability to maintain hard copy and computerized filing and record-keeping systems
- Ability to effectively communicate, both orally and writing to individuals and groups
- Ability to conduct research, compile data and prepare narrative and statistical reports
- Ability to establish and maintain effective working relationships with staff, other employees, department heads, BREC officials, vendors and the public. Ability to maintain sensitive and confidential information
- Recruiting, screening, interviewing, and/or placement of full-time, part-time and seasonal staff;
- Execution of background checks of prospective employees including, but not limited to: criminal history investigations and sex offender rosters via local law enforcement agencies, Motor Vehicle Records checks, reference checks;
- Orientation and training of new employees regarding BREC policies, procedures, practices; assists in training and development of incumbent staff.
- Establishes and maintains employment records including hard copy files, computerized records and control documents;
- Verifies employee education/certifications/licenses;
- Performs compensation, turnover and EEO analysis; career tracking/succession planning;
- Assists in payroll verification rotation;
- Special projects, research and duties as assigned;
- Cross trains with Coordinator as needed.
