The Idaho Division of Human Resources (DHR) is seeking a Human Resource Supervisor. This announcement will be used to fill a classified position located at Idaho Department of Health & Welfare (DHW) that will be located in Northern Idaho or Boise, ID. This position will provide support for DHW and will work collaboratively with the Idaho Division of Human Resources. About the Idaho Department of Health & Welfare: Dedicated to strengthening the health, safety, and independence of Idahoans. The Department of Health and Welfare's (DHW) primary role in the community is to provide services and oversight to promote healthy people, safe children, and stable families. DHW accomplishes this through several core functions, including: Administering state and federal public assistance and health coverage programs, which includes Supplemental Nutrition Assistance Program (Food Stamps) and Medicaid; Providing direct-care services for certain disadvantaged or underserved populations; Protecting children and vulnerable adults; Licensing various types of care facilities; Promoting healthy lifestyles; and identifying and reducing public health risks. This position will oversee Human Resource tasks/responsibilities over our North and South/East Regions. The individual assigned to this group will ensure that Human Resource advice and counsel provided is consistent among those regions, as well as with the other areas across the state. This position will require occasional on-sight presence in those regions and may have some flexibility to hybrid telework.Responsibilities:
Perform day-to-day operations and supervise HR staff to support the DHW mission and employees by:
+ Provide guidance and direction to Human Resource professionals on a wide variety of topics including employee relations, recruitment, payroll, leaves of absence, workers compensation, classification, organizational design and compensation
+ Provide feedback on the development of standards, methods, policies, and procedures as an individual expert and leader of unit
+ Assess and provide recommendations to improve performance of HR operations
+ Coordinating with agency leadership to affect change and support strategic initiatives
+ Develops, trains and mentors Human Resource staff
+ Responding to complaints and resolving complex leadership or employee issues
+ May perform day-to-day Human Resources work
+ May fill in the HR leadership role in Human Resource Officer's absence
Distinguishing Characteristics:
This is the fifth level in the HR job family. At this level, incumbents are responsible for supervising HR staff and providing highly skilled HR expertise. Provides counsel on special cases with interpretation and direction for policy, rules, and procedures to HR staff and management. This position addresses complex issues involving day-to-day HR operations. Issues involving strategic initiatives or agency wide impact are escalated to HR leadership.
