General Description and Qualifications
Appointed by the Mayor in consultation with the Administrative Assistant, the Human Resource Division Chief is under the immediate supervision of the Administrative Assistant.
The primary purpose of the Human Resource Division Chief is to direct, administer, and coordinate the operations of the division, including but not limited to, City wide benefits, compensation, associate and labor relations, performance, and staffing analysis.
Knowledge of budgeting; management; labor relations; workforce planning; associate development; Human Resource development; supervision; office management; City policies & procedures; government structure & process; interviewing and law. Skill in word processing; Ability to recognize unusual or threatening conditions & take appropriate action; problem solve; understand practical field of study in Human Resources; define problems, collect data, establish facts & draw valid conclusions; deal with many variables & determine specific action; add, subtract, multiply & divide; copy material accurately & recognize grammatical & spelling errors; complete routine forms; maintain accurate records; originate routine business letters reflecting standard procedures; understand manuals & verbal instructions, technical in nature; prepare meaningful, concise & accurate reports; gather, collate & classify information about data, people or things; handle sensitive inquiries and information; establish a safe and confidential atmosphere for all associates.

Essential Functions of the Position
Administers all Human Resource automated systems, including but not limited to recruitment and hiring, training, associate development, policy, and performance management. Provides training opportunities in-house and through third parties. Analyzes wage, salary reports, and data to determine competitive compensation plan. Oversees competitive testing for unclassified and classified associates, works with third-party testing providers, the Civic Service Testing Administrator and the Civil Service Commission. Writes, implements and executes directives advising departments and divisions of City policy regarding equal employment opportunities, compensation, and associate benefits. Creates and implements Human Resource policies and manages the implementation of collective bargaining provisions. Consults with legal counsel to ensure that policies comply with federal and state law. Carries out supervisory responsibilities in accordance with City policies and applicable laws. Represents the City Administrator in personnel related hearings and investigations.
Administers the City classification plan and job descriptions. Supports the diversity, equity, and inclusion initiatives of the City. Creates and executes associate training. Represents the City in unemployment claim hearings. Counsels and advises City management and associates regarding policies, procedures and the collective bargaining contract and process. Recommends present and future changes or needs in Human Resources to the City Administrator. Oversees maintenance of associate files. Conducts internal investigations. Approves and witnesses disciplinary actions of associates and conducts all termination proceedings. Participates in senior level meeting including City Council. Acts as the City representative in labor relations matters with collective bargaining units. Chairs Labor Management Committees. Maintains regular and predictable attendance.
Supervisory responsibilities include the ability to assign, review, plan, and coordinate the work of other associates, provide instruction to other associates, maintain department standards, recommend the discipline or discharge of other associates, act on associates' issues and concerns and to recommend and approve the transfer, promotion, or salary increase of other associates.
Working Conditions and Equipment Operated
The associate has exposure to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); ascends and/or descends stairs; has contact with potentially violent or emotionally distraught persons; may work an irregular schedule; routinely required to stand, walk, stoop, kneel, crouch, or crawl on even and uneven surfaces; regularly required to lift, carry, push, or pull objects 20 lbs. or less.
Note: In accordance with the U.S. Department of Labor physical demands strength ratings, this is considered sedentary work.
The following are examples of equipment operated only and are not intended to be all inclusive: Motor vehicle, mobile phone, personal computer, computer software (e.g., Microsoft Office), digital camera, printer, copy machine, fax machine, and other standard business office equipment.
Minimum Acceptable Characteristics, Licensure and/or Certification
Bachelor's degree in Human Resources management, labor relations, public administration, or related field with five (5) years of Human Resources, public administration, or related experience; or any equivalent combination of training and experience.
No special license or certification is required.
Must possess a valid Ohio driver's license and maintain insurability under the City's vehicle insurance policy.

2024 Insurance Rates - HDHP with HSA
2024 City Funding Levels - $2560.00 (single) and $4000.00 (family)
Pursuant tChapter 161.09, you pay 15% of the monthly premium which equals $78.81/pay or $157.62month for single coverage and $187.87pay or $375.74month for family coverage - all on a tax exempt basis.
HSA Wellness Incentive - $100.00 for each enrolled employee and spouse for participating in an annual bio-metric screening.
