Responsibilities
As a Human Centered Design (HCD)/Agile Specialist for the CMS Cyber Risk Management (CRM) Program at Noblis you will be part of our Health Solutions team. You will be responsible for be assisting the program team with all aspects of implementing and/or leveraging HCD methods, techniques, and principles as they modernize cyber risk management processes and supporting systems and operations.
CMS seeks to strengthen and modernize the Nation's health care system and provide access to high quality patient-centered care and improved health at lower costs. In delivering this mission, CMS is responsible for collecting, generating, storing, and therefore protecting large volumes of personal, financial, healthcare, and other sensitive information. The CMS Cybersecurity Risk Management (CRM) Program aligns the processes, data, technologies, capabilities, and services to effectively manage risk across the enterprise. This program enables a shift to data-driven risk management, enabling prioritized investments in cybersecurity by focusing efforts where they will reduce the most risk.
Working in concert with cybersecurity leaders and experts, you will address challenges related to incorporating HCD and Agile principles into program deliverables such as cybersecurity risk reporting to enable business leaders to better understand and manage IT risks.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis' total compensation package for employees.

Role functions may include:
- Using appropriate research methodology, tools, and protocols to conduct user-centered research, including but not limited to usability studies, focus groups, and data analysis.
- Creating personas through user research and data.
- Demonstrating an understanding of the customers teams capability visions by researching, wireframing, prototyping, and mocking up user experiences
- Translating concepts into wireframes and mockups that lead to intuitive user experiences.
- Identifying design problems, developing elegant solutions, and justifying design decisions eloquently
- Communicating design ideas and prototypes supported by objective analyses to facilitate decision-making.
- Developing presentations and reports conveying complex information
- Perform subjective and objective research both qualitatively and quantitatively, to gather deep end-user understanding.
- Participating on an agile team and use expand your knowledge of agile methodologies and tools (e.g., SAFe, JIRA, Confluence)
- Interfacing directly with our CMS clients
LOCATION: Remote or Baltimore MD.
Required Qualifications
- Minimum of a Bachelor's degree or equivalent experience (Human Centered Design, User Experience, or Information Management).
- At least five (5) years demonstrated experience UI design experience in an Agile environment and/or eliciting requirements and synthesizing information from multiple sources to design rich customer experiences.
- Experience leading and delivering HCD projects
- Experience leading client briefings and review sessions; demonstrated ability to present a polished and professional image to clients
- Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments
- Ability to thrive in an ever changing, technology-based consulting environment.
- Willingness to readily take ownership of tasks and problems, which often extend beyond initial scope of responsibility.
- Excellent interpersonal and communication skills (verbal and written)
Desired Qualifications
- UX Certifications such as Nielsen and Norman or Human Factors International certifications
- Agile Certifications, PMI Certifications or Lean Six Sigma Black Belt
- Knowledge of cybersecurity principles
- Experience working with the Centers for Medicare and Medicaid Service, or other federal agency
