Airswift is working with a leading Oil and Gas company to find an HSE International Projects Lead to join their team in a 1 year contract in Houston, TX including benefits.
About the Role
The role of the International HSE Projects Lead will support early phases for Projects International and any other new early phase projects.
The HSE Lead reports to the International HSE Manager. Direct reports include H&S International Projects Advisors. Indirect reports and relationships Environmental Advisor, Process Safety Advisors, Quality Advisors, etc.
The key responsibilities of the HSE lead include leading the team to:
• International Projects (In-field Projects, Decommissioning, etc)
o Deliver HSE requirements as per the IMF and WMS.
o Develop the HSE Management Plans as per the project progresses to the gates.
o Coordinate the completion of studies, HSE licensing and statutory permitting requirements and ensure the development of Environment Plans, as and when required.
o Obtain all HSE regulatory approvals, as applicable as per the project progresses to the gates.
o HSE input into Contractor Management and managing HSE in contracts.
o Build and maintain a strong HSE culture in the Project Team
o Build and maintain a strong relationship with International Ops Team
• Early phases of project international:
o Provide advice regarding HSE risk tolerability and ALARP demonstration and identify potential controls and mitigations.
o Coordinate the completion of HSE studies and plans, as and when required.
o Ensure HSE permitting and HSE regulatory compliance of assigned projects.
o Provide HSE expertise, advice, and support for activities within the Exploration Division for projects related work, new country entries and regulatory support.
o Provide HSE input into key decisions.
o Support project until investment decision.
o Deliver HSE requirements as per the IMF and WMS.
o Review and provide guidance on basis of design.
o Support human factors assessments.
o Develop the HSE Management Plans as per the project progresses to the gates.
o Coordinate the completion of studies, HSE licensing and statutory permitting requirements and ensure the development of Environment Plans, as and when required.
o Obtain all HSE regulatory approvals, as applicable as per the project progresses to the gates.
o HSE input into Contractor Management and managing HSE in contracts.
o Build and maintain a strong HSE culture in the Project Team
o Ensure closure and decommissioning planning follow relevant HSE industry standards, HSE regulations, or applicable legislative requirements.
Skills & Experience
• 10-15 years relevant experience in upstream petroleum industry with a strong background in major capital projects planning, decommissioning, and OBO support.
• Demonstrated strong leadership skills that have generated successful business outcomes.
• Knowledge with project controls processes
• Previous supervisory experience is required and general knowledge of developing professionals.
• Good understanding of the relationship between business health & safety, process safety and risk management.
• Strong influencing skill.
• Strong communication and coordination skills, able to lead, integrate and deliver cross-functional decisions/efforts.
• Self-driven and flexible, able to quickly adapt to project priorities and able to balance and delivery multiple priorities and work-fronts.
• Understanding of Human factors.
