THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a HR SPEC (R&P/COMP) TITLE 5,T5910500 (GS-07) / T5042000 (GS-09) and is part of the OR HRO, National Guard.

Qualifications:

AREAS OF CONSIDERATION:
Area 1: All on board permanent and indefinite T5 federal employees within the Oregon National Guard
Area 2: All on board permanent and indefinite T32 federal technicians within the Oregon National Guard
Area 3: All current non-permanent technicians/employees (T5 and T32) of the Oregon National Guard
Area 4: All current and former members of the Oregon National Guard (former members must provide documentation showing membership in the Oregon National Guard such as an NGB 22 or DD214)
BASIC QUALIFICATION REQUIREMENTS:
-Skilled in collecting and analyzing data effectively, efficiently, and accurately.
-Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication.
-Ability to write English in reports and presentation formats.
-Ability to communicate clearly and effectively.
-Skilled in presenting formal training presentations and briefings.
-Ability to assess body language and perceive emotional and/or distress levels.
-Skilled in applying procedures and directives by reading and interpreting program material.
SPECIALIZED EXPERIENCE REQUIREMENTS:
For GS-0201-07: Must have one year of specialized experience equivalent to at least the next lower grade level (GS-0201-05) that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.
For GS-0201-09: Must have one year of specialized experience equivalent to at least the next lower grade level (GS-0201-07) that that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.
To Qualify for the GS-0201-07 grade, You Must Have:
A. One year of specialized experience at the GS-0201-05 grade level that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.
OR
B. Bachelor's degree with 1 full year of graduate level education or superior academic achievement that demonstrates the knowledge, skills, and abilities necessary to do the work.
OR
C. A combination of Experience as described in "A" above and Education as described in "B" above.
To Qualify for the GS-0201-09 grade, You Must Have:
A. One year of specialized experience at the GS-0201-07 grade level that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.
OR
B. Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree that demonstrates the knowledge, skills, and abilities necessary to do the work.
OR
C. A combination of Experience as described in "A" above and Education as described in "B" above.

Education: For GS-0201-07: bachelor's degree with 1 full year of graduate level education or superior academic achievement.
For GS-0201-09: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree.
Education must demonstrate the knowledge, skills, and abilities necessary to do the work.
Applicants who have the one year of appropriate specialized experience are not required to have education above the high school level.
