Job Summary- Essential Functions:
The HR Generalist will have both administrative and strategic responsibilities, helping CATA to plan and administer important functions, such as compensation and benefits, employee relations and HR compliance/reporting. Responsibilities require flexibility in working outside of normal business hours.
The essential functions include:
- Administer health and welfare plans, including enrollments, changes, and terminations in payroll system and insurance carrier sites.
- Manage employee leave of absence in partnership with leave-of-absence vendor, including FMLA, personal, military, and other leaves in order to comply with company policy and employment laws.
- Respond to employee requests and answer questions to ensure understanding and provide great customer service to our employees.
- Act as a liaison between employees and insurance providers to resolve benefit-related issues and ensure positive employee relations.
- Reconcile and process weekly/monthly billings from insurance providers to ensure accuracy of enrollments and payments.
- Conduct benefit audits to ensure compliance and accuracy of records. Initiate resolution to any issues discovered.
- Process COBRA events with COBRA administrator.
- Process worker’s compensation incidents with worker’s compensation administrator.
- Coordinate with Director of Human Resources to respond to unemployment claims.
- Responsible for accurate payroll processing, record keeping, and reporting. Analyze, prepare, and input payroll data, including pay changes, transfers, new hires, and other events.
- Process wage garnishments and withholding orders.
- Administer retirement programs, including administrative employee pension, union employee pension and 457(b) plan and act as a resource for employee questions.
- Conduct new-hire orientation in partnership with HR team to effectively onboard new hires.
- Support supervisors and managers in administering the collective bargaining agreement, work rules, and administrative policies.
- Recommend acceptable courses of action related to corrective action.
- Document employee relations issues as appropriate.
- Promote HR programs to create an efficient and conflict-free workplace.
- Assist the HR Director with all federally mandating reporting including, but not limited to, EEO-4, Annual ACA reporting, and OSHA.
- Assist in developing and executing personnel procedures and policies, providing guidance and interpretation for business operations.
- Provide support for employee recognition activities and events.
- Maintain employee files in accordance with the Bullard-Plawecki Employee Right to Know Act.
- Ensure compliance with labor regulations.
- Cross-train and provide backup for others in the Human Resources Department.

Reports To:

Qualifications:
- Bachelor's degree and a combination of experience and education that provides the required knowledge, abilities, and skills to effectively perform the responsibilities of this position.
- Minimum of two years’ Human Resources experience required, 3-5 years’ experience in Human Resources preferred
- Minimum of two year’s experience with payroll and benefits administration required
- Professional demeanor and attitude.
- Ability to maintain the confidentiality of sensitive information.
- Working knowledge of collective bargaining agreements, HIPAA, COBRA, FMLA, FLSA, and unemployment benefits.
- Proficient computer skills, including Microsoft Office Suite
- Experience with ADP a plus
- Able to communicate effectively, handle details, meet deadlines, and work independently and under general direction.
- Able to perform essential functions and duties and to perform other tasks as assigned.
- Cooperative, willing to work with and learn from others, and able to respond productively to change.
- Punctual and reliable attendance as necessary to meet ongoing service requirements for public transportation.
