Description
HR Classification and Compensation Specialist

Duties
Here is some of what you'll do
  • Strategic and technical consultation regarding the State of Washington's Classification and Compensation structures. This includes: Washington General Services (WGS), Information Technology Professional Structure (ITPS), Washington Management Service (WMS) and Exempt Management Service (EMS).
  • Serving as the Classification and Compensation Subject Matter Expert (SME) on the HR Team and will work directly with hiring managers regarding classifications and will lead related processes agency wide.
  • Applying expert knowledge of Washington State Classification and Compensation policies and practices; performing and administering the Classification and allocation process, including desk audits and research; participating in development and implementation of new and/or revised Classification and Compensation structures and strategic initiatives to support workforce development and retention.
  • Collaborating with executives, managers, and employees and working directly with the Office of Financial Management (OFM) and State HR regarding class needs packages and assessments and establishing positions.
  • Coordinating internal position review committees, including WMS Banding Committee and the ITPS Committee.
  • Building out, communicating, and updating internal staffing strategy, to include a regular review of position and management structure, through strategic consultations.
  • Preparation of reports, analyzing data, and making recommendations based on advanced knowledge and expertise of Classification and Compensation practices, laws and rules. Recommendations will address compression, inversion, FLSA review, alignment and equity, consistency across programs, and other ad hoc information as requested.
  • Training and educate supervisors and managers on the components of the position description form and writing high quality position descriptions, statewide salary ranges, ranges of consideration, steps, increases and classifications. Develop resources and templates to support consistency and improve resource management across the agency.
  • Assuring appropriate and optimum use of the agency's resources, maintaining the highest standards of professionalism and ethical conduct, in support of Commerce's goals for a diverse workforce.
  • Serving as the agency expert in Washington's Minimum Wage Act and Fair Labor Standards Act leading analysis, recommendations, communication and updates as needed by changes in the laws.

Qualifications
Who Should Apply?
Professionals with any combination of eight (8) total years' experience. This could be gained by a combination of relevant education, beyond high school equivalency, and/or professional level human resource experience.
  • A minimum of two (2) years of the above referenced experience must be performing position allocations within state government, higher education or the public sector.
    • Relevant education includes coursework in human resource management, business administration, organizational management, public administration or a related field.
  • Up to four (4) years of education, beyond high-school equivalency, can be substituted year for year for experience.
  • Professional level human resource experience means working full-time as a Human Resource Professional as a Generalist, Specialist, or Manager.
Applicants will need to possess:
  • The ability to analyze, interpret, and apply Civil Service Rules, federal and state employment laws, agency policies and procedures, and collective bargaining agreements;
  • Highly developed interpersonal skills; ability to establish effective working relationships to influence and communicate effectively when recommending and implementing statewide Classification and Compensation policies or decisions, and work cooperatively and collaboratively with others;
  • Advanced knowledge of effective human resource management and expertise in Classification and Compensation principles and practice;
  • Experience, or strong interest, in change management; operations and planning (both strategic and tactical); project management; and collaboration

Preferred/Desired Education, Experience, and Competencies:
Bachelor's degree or Master's degree with major coursework in Human Resource Management, Business Administration, Public Administration, Organizational Management or related field.
AND
Three (3) years of professional Classification and Compensation administration experience
within state government, higher education or the public sector.
Certified Compensation Professional (CCP) certification.

Expertise in Classification and Compensation.
  • Strategic Planning - Obtaining information and identifying key issues and relationships relevant to achieving a long-range goal; committing to a course of action to accomplish a long-range goal after developing alternatives based on logical assumptions, facts, available resources, constraints, and organizational values.
  • Positive Approach - Demonstrating a positive attitude in the face of difficult or challenging situation; providing an uplifting (yet realistic) outlook on what the future holds and the opportunities it might present.
  • Facilitating Change - Encouraging others to implement better approaches to address problems and opportunities, leading the implementation and acceptance of change within the workplace.

Work from Anywhere in Washington State
This position may be located anywhere within Washington State though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required. If selected, you will need to travel to pick up equipment and receive instruction. Many Commerce employees work remote or have a hybrid schedule.

Insurance Benefits

Retirement and Deferred Compensation

Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness

Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
