Job Summary
Reporting to the Human Resources Director, provides support to the maintenance of the City’s Classification and Compensation systems; provides administrative and technical support for a variety of services related to the City’s Human Resources department.
This is a full-time, regular, non-exempt, non-union position. The schedule for this position is M-F, 8am to 5pm.
At this time, this position is eligible for telework or hybrid schedule. As with all routine telework positions, employees may be required to come into the office on occasion based on business needs. Telework may be subject to change at a future time. Currently, all employees must reside in Oregon or Washington; the City cannot support ongoing telework from other locations.

Job Details
Essential Functions:
  • Assists in the administration of exempt and nonexempt salary programs to ensure equitable and competitive pay practices for the City. Collect and prepare survey data, benchmark positions; assist in the design of compensation packages and/or changes in salary structure as required; support implementing and communicating changes.
  • Assists in the development, review and revising of job and classification descriptions. Gather job and classification information using multiple research techniques and resources.
  • Support the evaluation of recommended changes to compensation policies; assist in the development of new, revised, or existing compensation programs based on current trend analysis and policy direction. Help ensure that total compensation policies and practices conform to state and federal standards and guidelines.
  • Support research and data collection for salary surveys in support of the contract negotiation teams, budgetary processes, and market studies.
  • Perform advanced administrative duties including, but not limited to, processing data and Compensation changes into the HRIS, coordination and tracking of forms and materials related to salary and personnel changes.
  • Help communicate to department directors, managers, supervisors, and employees the results of personnel change requests, classification studies, and interpretation of Classification and Compensation policies and practices.
  • Support FLSA (Fair Labor Standards Act) reviews and determine appropriate status.
  • Provide staff support to the Salary Review Commission (citizen committee that determines the salary for the Mayor and Council); schedule meetings, perform research, and prepare the final report.
  • Keep informed of new trends, developments, laws, regulations related to the administration of Classification and Compensation.
  • Help maintain Classification and Compensation component of the City’s HRIS (Human Resources Information System).
  • Perform other duties and responsibilities as assigned.
Qualifications
Experience and Education
  • Three (3) years of increasingly responsible human resources administrative experience, an emphasis in Classification and Compensation preferably in a public sector and unionized environment is preferred.
  • Equivalent to a Associate's Degree from an accredited college or university with major course work in human resources, business, public administration, or related field.
  • Equivalent combinations of education and experience may be considered.
Computer Skills
  • Intermediate skills in Microsoft Outlook, Word, Excel, and PowerPoint.
  • Experience with automated HR/Payroll systems.
Knowledge
  • Research methods and data analysis techniques
  • General human resources department policies, procedures, and employee services
  • Business letter writing, email communications, and report preparation
  • Best practices in Classification and job analysis/evaluation and Compensation administration
  • Pertinent federal, state, and local laws that pertain to: FLSA, Equal Pay Act
  • Modern office procedures, methods, and computer equipment
  • Use of personal computers and basic software
