About Harris County Community Services Department:
This office is focused on addressing the housing, infrastructure and public service needs of the low to moderate-income community in Harris County. This is accomplished through a process of securing and managing grants from the U.S. Office of Housing and Urban Development (HUD) and partnerships with other government and non-profit agencies, resulting in a variety of programs, projects, and services.

Assistant Director of Human Resources
Overview:
The Assistant Director of Human Resources directs a team of five HR professionals and support staff and managers as a vital member of the leadership team. As a direct report to the Chief Operations Officer, the Assistant Director of Human Resources has oversight and responsibility of the strategic planning, development, implementation, and evaluation of the HR Division and provides leadership and strategic direction to members of the Senior Leadership Team. The Assistant Director of Human Resources is also responsible for overseeing personnel policies and driving impact as a forward and critical thinker who operates with integrity, personal and team accountability, and innovative leadership.
In addition, the ideal candidate is one who has the ability to quickly acquire business acumen, successfully manage competing demands and priorities, empower and motivate teams, all while striving to deliver services in an innovative, efficient, and quality manner. This position plays a key role in developing positive employee relations, compliance, and talent management initiatives and providing through providing support to the Chief Operating Officer, partnership to the Senior Leadership Team and Executive Director on her vision and the department direction.

Duties & Responsibilities:
  • Administers, develops, implements, and directs comprehensive talent management programs, services, and activities in compliance with county and department-wide policies to establish positive employer-employee relationships, resolve highly complex employee relations issues and promote a high level of employee morale.
  • Directs core functions and systems related to human resources and staff, and the day-to-day operations.
  • Oversees hiring, training, performance evaluation, disciplinary action, and ensures activities are consistent with department-wide and county-wide HR goals and objectives.
  • Provides strategic management, program/team and program director needs, and middle management support.
  • Oversees and implements departmental human resources functions, including staffing, employee relations, classification, compensation, recruitment/retention and benefits, training and guidance on day-to-day operations.
  • Provides advice to the executive director, division directors, middle managers, and employees regarding complex HR and staff development issues, facilitates problem-solving strategies, and serves as a liaison with HRRM and the County Attorney's Office.
  • Leads the design, facilitation, and evaluation of strategies, training programs, and employee initiatives.
  • Coaches employees on complex issues, concerns and grievances related to other work-related issues.
  • Evaluates, plans and implements systems, processes and procedures to maximize office efficiency.
  • Provides advice, preparation and response to grievance hearings and directs the administration and communication of policies around compliance (EEO, FMLA, Workers Compensation, ADA, FLSA) and hiring/staffing, compensation, and record keeping.
  • Participates in building the organization's commitment to diversity and inclusion by shaping the department's culture, promoting fair hiring and professional development practices, creating an inclusive workplace culture, and measuring impact.
  • Performs other duties as assigned.

Education:
  • Bachelor's Degree from an accredited college or university.
Experience:
  • Five (5) years' progressively responsible experience in human resources.
Licensure:
  • Valid Texas driver's license (upon hire)
Knowledge, Skills and Abilities:
  • Strong communication, interpersonal, and negotiation skills
  • Ability to communicate clearly and share information effectively
  • Excellent problem-solving and conflict resolution skills
  • In-depth knowledge of labor laws and employment regulations
  • Ability to prepare correspondence and documents and completes special projects
  • Ability to maintain confidentiality and handle sensitive information
  • Ability to establish and maintain a positive work atmosphere by acting and communicating in a manner to have effective working relationships
  • Strong organization and time management skills

  • Hybrid in-office/WFH requirements
  • Monday - Friday | 8:00 AM. to 5:00 PM. | (Flexible)

Work Environment:

  • The job is performed in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets, and fax machines. No special safety precautions are required.

Physical Demands:

  • This is primarily a sedentary role at three different locations with occasional travel to training events and meetings. Working with files is occasionally required. This would require the ability to lift, carry, push, and pull objects weighing up to 10 pounds and bend and stand as necessary.



Employment may be contingent on passing a drug screen and meeting other standards.
