The Community Development Administrator works with other governmental entities, non-profits, and community organizations to promote the use of Community Development Block Grant Funds and HOME Investment Partnership Funds to meet community needs identified in the Five Year Consolidated Plan. Projects are developed and carried out meeting all Department of Housing and Urban Development (HUD) regulations. Ongoing technical assistance and monitoring of projects is provided by this position.
  • High level of responsibility in developing project budgets and tracking project expenses for CDBG and HOME funded projects.
  • Partners in the development of CDBG and HOME projects with grant recipients including identifying appropriate projects and developing the scope of work for the project.
  • Provides guidance to grant recipients to ensure that Federal Regulations are understood and followed to fulfill agreements between the County and various grant recipients. Resolves grant recipient concerns and communicates concerns to Division Manager.
  • Follows HUD underwriting guidelines to determine appropriateness of both single-family and multi-family HOME funds applications. Must be able to underwrite the project to determine that project costs are reasonable, verify commitment of entire project financing, determine financial feasibility of project, review and determine the reasonableness of the developer's equity, and determine the public benefit from the expenditure of HOME funds.
  • Negotiates and prepares sub-recipient agreements to clearly specify what activities are eligible grant activities and to ensure that the agreements are in sufficient detail to enable the effective measurement of performance.
  • Leads the development of various reports for the U.S. Department of Housing and Urban Development (HUD), to include the Five Year Consolidated Plan, the One Year Action Plan, and the Consolidated Annual Performance Evaluation and Report. Ensures reports for the U.S. Department of Housing and Urban Development (H.U.D.) are accurate, representative, and timely.
  • Summarizes the findings of various HUD required reports and studies, interprets the data for use in determining high priority needs, and communicates the results to the community, the BOCC, and other governmental and community partners.
  • Responsible for staying current with knowledge of HUD specific software and other software pertinent to program operations, including HUD's Integrated Disbursement and Information System (IDIS).
  • Administers the HOME Investment Partnerships Act program.
  • Participates in the administration of Arapahoe County and Centennial CDBG program.
  • Partners with the Community Housing Development Organizations (CHDO) to identify potential projects and provides technical and monitoring assistance to the CHDO.
  • Coordinates with oversees projects with grant recipients to ensure grant activities reflect regulatory compliance and timely, accurate and representative reports as required by H.U.D.
  • Partners with the Division Manager and Community Development Administrator/CDBG to complete the annual Community Development Block Grant application process.
  • Supervises and oversees program planning, development, and implementation for HOME Program.
  • Responsible for the preparation and processing of financial documents such as payments, invoices, and reimbursements associated with the program. Participates in the audit process.
  • Monitors and evaluates funding infractions and makes recommendations regarding corrective actions to the Division Manager.
  • Maintains current knowledge of all HUD policy/guidelines and issues opinions for grantees or the County related to the management County grants and individual grants or requests.
  • Leads the Urban County/HOME Consortium renewal process within HUD timelines.
  • Reviews and develops grant applications, responds to grant eligibility and compliance questions and recommends projects on the basis of meeting H.U.D.'s National Objectives and expressed needs. Presents grant administration and project information to the Board of County Commissioners in study sessions and public hearings, as well as Centennial city council meetings.
  • Partners with the Division Manager, Community Development Administrator/CDBG and sub-recipients to complete site visits, verify reimbursement requests, and resolve monitoring findings toward the goal of successfully completing the program's objectives.
  • Responsible for conducting environmental reviews for projects, including determination, review, clearance, required publications, and release of funds.
  • Partners with other governmental and non-profit organizations to develop community strategies to address pertinent and current issues such as homelessness.
  • May assist Division Manager with special related projects.

Skills, Abilities and Competencies:
  • In-depth knowledge of Housing and Urban Development (HUD), grant-funded programs, i.e., performance and regulation orientation to successfully meet the conditions/requirements of a HUD grant.
  • In-depth knowledge of federal, state, and local housing regulations.
  • In-depth knowledge of Fair Housing standards.
  • In-depth knowledge of minority contracting, economic development regulations, and federal procurement guidelines.
  • In-depth knowledge of fiscal practices and procedures (i.e., budgeting, accounting and purchasing procedures).
  • In-depth knowledge of Environmental, Acquisition, Relocation, and Labor Standard (Davis-Bacon) regulations.
  • General knowledge of computers and commonly used computer software (i.e., word processing, spreadsheet, and data base programs). Working knowledge of HUD's IDIS system.
  • General knowledge of standard construction documents.
  • Ability to communicate effectively, both in oral and written form.
  • Ability to monitor and direct Housing Programs.
  • Ability to provide training to project recipients enabling them to meet the terms of their respective agreements with the County within the context of the regulations governing each project.
  • Public relations skills which result in the facilitation and enhancement of private/public sector collaboration.

IntegrityEducation and Experience:
  • B.A. in Public Administration or a related field, such as Planning, Economics, Non-Profit Management, or Community Development.
  • Minimum of five (5) years' experience in the area of public sector administration to include program management and coordination.
  • Any equivalent combination of education and work experience that satisfy the requirements of the job will be considered.

Preferred Education and Experience:
  • HUD specific program experience
Pre-Employment Additional Requirements:
  • Must successfully pass pre-employment testing which includes an acceptable motor vehicle record (MVR) and background check.
  • Possession of a valid Class "R" Colorado Driver's License or the ability to obtain one within two weeks of appointment.

WORK ENVIRONMENT:
  • Work is usually confined to a standard office setting, off-site meetings, and with occasional observational trips into the field to monitor project progression.

  • Visual capacity enabling constant use of computer or other work-related equipment.
