Mission of Phoenixville Women’s Outreach: Phoenixville Women’s Outreach empowers women to self-sufficiency, stability, and independence by providing a comprehensive transitional housing program, affordable housing, supportive services, advocacy and education. 

The House is a place where a woman has time to heal, gain assistance in finding employment, restore financial stability, and receive help in finding permanent housing. The Next Step House offers an affordable renting option for women in a shared living situation. Both programs help to empower women and enhance their skills to become self-sustainable.

Position Description:
Job Title:  Housing Director, Phoenixville Women’s Outreach.
Report To: Executive Director, Phoenixville Women’s Outreach.
Full-time exempt salaried position.
Salary/compensation:  $44,000  - 48,000; competitive health benefits (Jan 1)
Position Summary: The Housing Director of Phoenixville Women’s Outreach will provide direct service and supervision to the participants in the PWO programs. Primary responsibilities include sustained and regular interaction with participants of diverse backgrounds. The Housing Director will actively collaborate and consult with the Executive Director and Board of Directors on all matters impacting the strategic focus of PWO.
Schedule is flexible and considered hybrid. Much of the responsibilities include managing our transitional home and offering direct client case management. These tasks must be done at the home. However, correspondence and reporting etc. can be done remotely. Hours and locations will be worked out in collaboration with the executive director.   
Primary Responsibilities:
THE HOUSE Program Supervision:
  • INQUIRIES and SELECTION.
    • Responds to all inquiries for housing received by phone or online applications.
    • Coordinates all applications.
    • Schedules and conducts housing interviews.
    • Conducts pre screening drug tests, criminal background, and reference checks.
    • Follows up with candidates.
  • INTAKE
    • Prepares space and essentials for move-in.
    • Completes intake and orientation process for all participants.
  • CASE MANAGEMENT
    • Works with participants on a weekly basis to develop and monitor individual plans and progress towards the goals.
    • Informs participants of local services, food pantries, and other resources.
    • Aids participants without employment to obtain a job.
    • Oversees random and for-cause drug testing.
    • Encourages enrollment and attendance of physical health, mental health, drug and alcohol, and social service appointments. Assists with service enrollment and transportation to said appointments.
    • Assists with locating and applying to public and private housing.
    • Develops and facilitates educational programs offered to participants.
    • Financial program
      • Provides guidance on budgeting with income, expenses, and savings.
      • Collects and tracks activity fee and 75% By You For You savings contributions.
    • Collaborates with other agencies for support and referrals.
  • HOUSE MANAGEMENT
    • Schedules and facilitates a mandatory weekly House meeting.
    • Provides oversight of House Rules to ensure the community is working well together including assigning weekly chores, conducting regular room inspections, assisting with weekly grocery shopping, and routinely reviewing the policies and procedures.
    • Oversees the routine maintenance of the House including interface with vendors.
    • Responds to interpersonal challenges and conflict within The House.
    • On call for all building or participant emergencies, nights and weekends.
  • RECORD KEEPING
    • Maintains a confidential participant database, recording all data relevant to inquiries, applications, intakes, and discharges.
    • Maintains and updates client files. (online/paper)
    • Completes reports on status of participants for Executive Director, Team and Board of Directors.
    • Calculates, collects and documents all monies for the mandatory savings program and activity fee from each participant.
    • Tracks, documents, and submits monthly report for Ride for Health program.
NEXT STEP HOUSE Program Supervision.
  • HOUSE MANAGEMENT
    • Works with Housing Authority of Chester County regarding subsidized housing including rent calculation, lease, schedule required inspections, and completion of all county forms.
    • Conducts the monthly inspection.
  • RECORD KEEPING
  • Collects rent.
  • Runs Housing Authority reports.
  • Complete all PWO paperwork required for tenancy.
Community Outreach
  • Provide support and guidance to volunteers.
  • Contribute to community awareness and advocacy projects.
  • Attend monthly meetings of Homeless Crisis Response System, PARN, PUSH, Tri-County Network and other meetings offered.
  • Undertake other responsibilities required or assigned by the Executive Director.

Knowledge and Skills:
  • Communication: Must have excellent written and oral communication skills as well as the ability to communicate with a wide variety of constituents including participants, volunteers, social service organizations, Board of Directors, among others.
  • Compassion and assertiveness: Must show dedication and skill in a client-centered environment that balances trauma-informed response and accountability.
  • Collaboration:  Must be a team-player with ability to identify, cultivate, and maintain relationships both inside and outside the organization.  Working with the Board of Directors, Executive Director and many volunteers individually and in committees will be a critical component to reach goals of the organization. 
  • Initiative and Creativity:  Must initiate and complete assignments independently without close supervision.  A high degree of creativity and flexibility is required to formulate effective solutions to complex client cases.
  • Complexity of Tasks: Must be able to effectively prioritize tasks and make decisions so that all crisis situations are handled promptly and all responsibilities are balanced to reach goals of the organization. 

Minimum Qualifications:
Required:
  • Bachelor’s degree in social work, non-profit management, counseling, human services or a related field.
  • At least three years experience in the mental health field, homeless services field, or equivalent.
  • Must have current driver’s license and proof of insurance.
  • Ability and desire to support the mission and goals of PWO.
  • Solid computer and research skills.
Preferred:
  • Master’s degree in social work, counseling, human services or a related field.
  • Knowledge of homelessness, addiction, and mental illness.
  • Knowledge of the social service network and resources available to support participants in Phoenixville and Chester County.
  • Experience with group work.
  • Experience with supervision and case management.
