Role Overview

The Housing Choice Project Based Voucher Analyst contributes to fulfilling the IHCDA mission and meeting strategic and annual IHCDA operational and program goals by contributing to the management of the Section 8 Housing Choice Voucher (HCV) program funded by the US Department of Housing and Urban Development.

A Day in the Life:

The essential functions of this role are as follows: 

  • Coordinate and monitor the portability of tenants to and from other housing authority jurisdictions
  • Produce regular reports for the PBV portfolio monitoring Housing First Fidelity Assist in IHCDA responses to NOFA's released by HUD
  • Provide Housing First Technical Assistance to Property Managers and LSA's that participate in our Project Based Voucher Program
  • Perform unit inspections
  • Provide Eviction Prevention Technical Assistance to Property Managers within our PBV program
  • Provide technical assistance to PBV properties from the execution of the AHAP contract through the life of the property
  • Work with Housing Choice Programs Manager to develop and maintain a PBV property management manual
  • Assist in the development of RFPs and the selection of vendors. Recommend short- and long-term objectives and action items to the Program Manager
  • Meet regularly with the Program Manager to ensure clear and effective policies and procedures are developed, implemented, and monitored, as well as the successful delivery of programs
  • Represent IHCDA and the HCV program on external committees, at grantee events, and at national organizations
  • Contribute to the development and maintenance of the policy manual and Administrative Plan
  • Respond to inquiries from participants, owners, sub-contractors, and general public
  • Contribute to monitoring visits made by federal or state funders, OIG, and annual IHCDA audit
  • Provide exceptional customer service to all external and internal partners for all programs
  • Contribute to the success of all Real Estate divisions and IHCDA as a whole as needed
  • Contribute to a continuous improvement environment. Perform related duties as assigned.

What You'll Need for Success:

You must meet the following requirements to be considered for employment: 

  • Bachelor of Arts or Science degree in business, public administration, or non-profit related field
  • 2-3 years in the nonprofit, economic, or community development field
  • 1-2 years of experience working in federal program management preferred
  • Demonstrates effective verbal and written communication skills
  • Able to effectively communicate with a variety of individuals with diverse backgrounds, education, and economic levels
  • Demonstrates strong presentation skills. Can facilitate both large and small group presentations. Demonstrates customer service orientation
  • Able to think logically and analytically
  • Good judgment and a high level of confidentiality
  • Proactive in anticipating and alerting others to problems with projects or processes
  • High-detail orientation and accuracy
  • Takes initiative and needs little supervision
  • Able to prioritize, organize tasks and time, and follow up
  • Excellent time management, people, and organizational skills
  • Performs responsibilities efficiently and timely
  • Able to manage multiple projects and programs and meet multiple deadlines

  • Demonstrates proficiency in basic mathematics
  • Proficient in basic computer skills in Microsoft Windows environment, internet usage (e-mail), conference call and webinar set up, and scanning
  • Knowledge and experience in public or government contracting, employment law, grant management, not-for-profit, community development, or corporate law, and other similar areas
Supervisory Responsibilities/Direct Reports:
This role may be utilized in a supervisory capacity based on agency needs.
