Join us as we develop innovative approaches to address the housing continuum and support Community Development efforts in Maricopa County. The Community Development Planning and Compliance Coordinator will have an active role in fulfilling the planning and compliance needs associated with funding from the U.S. Department of Housing and Urban Development (HUD). Consider being a Housing and Community Development Project Integration Coordinator with Maricopa County.
This position will support the HOME Investment Partnership Program (HOME), Community Development Block Grant (CDBG), and American Rescue Plan Act (ARPA) funded programs and projects by providing regulatory and compliance. This position will perform all aspects of project management, including planning, coordinating, and organizing for Housing and Community Development projects.

The Housing and Community Development Team (HCD) is dedicated to improving communities and making housing in Maricopa County safe, available, and affordable. This mission is accomplished by improving infrastructure and public facilities in low-income communities and the development of attainable/affordable housing opportunities throughout Maricopa County. The Team establishes and maintains partnerships with local jurisdictions, non-profits, and developers to create and preserve affordable housing opportunities and improve communities.

We Require
  • Two years of experience directly related to administering federal funding or grants or project management for human services-related projects or programs
  • Bachelor's degree in public administration, business administration, human services, or a closely related field
  • An equivalent combination of post-secondary education and/or job-related experience may substitute for the required education on a year-for-year basis
  • Must possess or have the ability to obtain a valid Arizona driver's license at the time of hire
  • Must possess or have the ability to obtain and maintain an Arizona Department of Public Safety Level 1 Fingerprint Clearance Card

  • Extensive experience directly related to administering Community Development Block Grant (CDBG), HOME Investment Partnership Program, Emergency Solutions Grant funding, or other similar grants
  • Experience creating and developing Annual Action Plans and Consolidated Annual Performance Evaluations
  • Experience maintaining compliance with HUD-funded programs
  • Knowledge of Subrecipient Management, HUD Programs, Grant Monitoring, Grant Based Accounting, Federal Financial Management, Davis Bacon Prevailing Wages, National Environmental Policy Act (NEPA Part 58)

Job Contributions
  • Coordinate the development and implementation of the HUD Consolidated Plan, Annual Action Plan, Consolidated Annual Performance and Evaluation Report (CAPER), and Analysis of Fair Housing, along with the HUD Integrated Disbursement and Information System (IDIS) database
  • Coordinate, collect, and analyze relevant data and prepare complex reports including, CAPER, accomplishment data, semi-annual Davis Bacon reporting, Disadvantage Business reporting, internal key performance indicators, and other required reports
  • Work collaboratively with colleagues to provide programmatic support for the Housing and Community Development programs and projects
  • Ensure compliance with all federal, state, and local laws, regulations, policies, and procedures, and ensure compliance with federal housing requirements including providing technical assistance to partners
  • Serve as monitoring program lead for HCD-funded programs and projects, including managing the monitoring plan, completing risk analysis, performing desk and on-site monitoring reviews, and preparing and delivering complex oral and written communications
  • Establish and implement systems and tools to successfully track and monitor HCD activities, integrate planning and reporting with program management, and encourage collaborative funding and project integration both internally and externally
  • Research issues, policies, and legislation related to affordable Housing and Community Development methods and implementation and prepare recommendations
  • Participates in the design criteria, request for proposal (RFP), contract negotiation, administering of contracting standards for agreements associated with grant administration and compliance assisting HCD programs
  • Participate in Department activities, trainings, and events

  • Tasks require handling interruptions, time pressures, and high work volumes
  • The position includes team-oriented activities and interaction with all levels of County management and personnel
