Publ Hlth and Prevent Spcl V
Performs highly advanced (senior level) administrative, consultative, planning, development, and implementation of statewide HIV Prevention strategies. Work involves planning, developing, implementing, coordinating, and evaluating HIV prevention programmatic guidelines, procedures, and policies.
Develops, evaluates, and establishes program goals and objectives while identifying program efficiencies to be implemented in the field. Develops methods of evaluating the activities of organizations to ensure adherence to guidelines and standards. Contributes to special projects using a team approach to expand and improve client services. This position interprets federal law and guidelines for program application. Contributes to grant application and progress reports. Speaks with community and professional groups to coordinate, improve services, and further program goals.
Lead technical assistance to HIV Prevention contractors statewide. Provides consultative and technical assistance for a team of HIV prevention consultants at the Department of State Health Services Central Office. Contributes to the training of central office HIV prevention staff and others within the HIV/STD Section, as well as in the local and regional health departments. Collaborates with other departments, local and regional health departments, and federal partners.
Works is performed under minimal supervision of the HIV Prevention Manager with extensive latitude for the use of initiative and independent judgment.

Essential Job Functions:
EJF 1 (35%): Grant Administration
HIV Prevention Group Team Lead (Team Lead) provides administrative, consultative, and advisory duties in planning, directing, and managing local and state HIV prevention efforts. Coordinates the development, establishment, and implementation of statewide and local HIV prevention plans, goals, objectives, and guidelines in Texas.
The Team Lead can be assigned up to 3 HIV Prevention contracts. Complies with all the requirements of program administration and technical assistance including contract management, program monitoring, and data analysis and reporting.
Serves a lead liaison to the Contract Management unit and develops contractor budget allocations, scopes of work, objectives, performance measures, amendment, and renewal documents. Composes the timeline for contract related work processes, and monitors the timeline, and work plan.
Researches and writes goals and objectives, statement of need, evaluation plans, program plan, budget justification, and supporting documentation for federal grant application, using word processing and spreadsheet computer applications. Creates and implements processes to obtain information required in grant applications. Maintains liaison with federal project and fiscal officers, as well as the DSHS grant coordination office.
Works as a member of cross-team work groups on projects related to HIV/STD/HCV program that includes, developing program objectives, reviewing grant applications. Participates in Request for Applications and Request for Proposals processes. Responsible for technical writing of manuals, guidance, and standards for all scopes of work.
EJF 2 (30%): Staff Mentoring and Consultation
The Team Lead monitors and evaluates the work of the HIV prevention consultants and provides training, support, and technical assistance.
Provides input on job descriptions for posting of positions and participates in screening and interviewing. Assist with new staff orientation, training, and provides performance data towards annual evaluations. Assist with employee supervision, coaching, documentation of performance and plan for improvement. Provides input on employees’ merit increases or disciplinary action.
Monitors staff documentation of site reviews, technical assistance reports, and corrective action plans. May travel with staff to participate in programmatic monitoring’s.
Oversees and provides guidance to consultants while investigating allegations for high level complaints and grievances and responding to public inquiries or concerns. Models’ best practices during site reviews and other programmatic communications.
EJF 3 (15%): Project Management
The Team Lead heads work groups and projects, conducts meetings, and contributes as a subject matter expert. Serves as a lead in contract management and procurement services. Writes regular project updates, final reports, and technical documents which include education material, contracts, manuals, tools, guidance, standards, policies, and procedures.
May serve as the liaison for interdepartmental collaboration in the delivery of HIV Prevention Services. This includes but is not limited to work with Contracts Management Unit, Operations Unit, Finance and Contracts Group, Health Communications and Community Engagement Group, Public Health Follow Up Group, Planning Group, HIV Care and Medication Unit, Pharmacy Unit, and the HIV/STD/HCV Epidemiology and Surveillance Unit.
EJF 4 (10): Data Analysis and Reporting
The Team Lead assist in identifying trends (e.g., infection trends, community assessment, trends in identified population such as drug administration, sexual trends, trends in access to care), barriers to program implementation and achievement of program objectives statewide.
Serves as the liaison with the data analytics team to review program performance by reviewing program reports and data and making recommendations. Reviews and analyzes prevention program data and make appropriate recommendation to programs and DSHS leadership. Uses data to write quarterly, semi-annual, and annual reports to meet funding requirements.
Develops statewide trend reports in conjunction with the surveillance department to present to stakeholders.
EJF 5 (10%): Other Duties
The Team Lead performs related duties as assigned by supervisor (marginal functions). Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations to state and federal partners; represents the agency at meetings, conferences, seminars, panels, and committees; works with and speaks to community partners to coordinate, improve, and stimulate interest in the HIV Prevention programs; and serves as a liaison with local, state, and national partners. Serves as a surrogate for the program manager when needed.
Responds to any Legislative Inquires as assigned and within the given timelines.
Prepares written responses to inquiries, complaints, and grievances. Conducts investigation of complains or allegation, writing special reports and providing necessary technical assistance and follow up. Works on special projects as assigned, including but not limited to actively participating and/or serving in supporting role to meet the agencies obligation for disaster response and/or recovery or Continuity of Operations (COOP) activation. Prepares correspondence for the HIV Prevention Manager’s signature in response to public inquires and concerns.
Attends work on a regular and predictable schedule in accordance with agency leave policy. Position requires in office attendance 3 days per week.

Skill in critical thinking and developing solutions;
Ability to gather, assemble, and analyze data related to HIV prevention and epidemiology;
Ability to establish goals and program objectives to ensure program is meeting federal and state standards;
Ability to evaluate opportunities and new techniques for improving HIV prevention program activities;
Ability to develop policies and procedures for HIV prevention;
Ability to communicate effectively, tactfully, and professionally in written and spoken formats across DSHS section areas, DSHS divisions, local and regional health departments, and other collaborative partners;
Ability to train new program staff on current processes and procedures;
Ability to participate in diverse work groups;
Ability to analyze and evaluate public health needs and barriers to care or intervention;
Ability to establish program priorities, solve problems and meet deadlines;
Ability to establish and monitor progress towards program goals and objectives;

Registration or Licensure Requirements:

Initial Selection Criteria:
  • Graduation from an accredited four-year college or university with major course work in public health programs. HIV/STD Program experience and education may be substituted for one another.

  • At least 5 years of work experience in public health or an HIV program:
