ABOUT THE POSITION
The County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies.
The County of Riverside Department of Waste Resources has an opportunity for a Heavy Equipment Fuel/Lube Technician who will be based out of Moreno Valley, CA. The Heavy Equipment Fuel/Lube Technician will perform daily preventative maintenance and services on heavy construction equipment such as, cleaning equipment tracks, changing oil and air filters, fueling and greasing equipment, and topping off fluids. The incumbent will service, fuel and maintain light and heavy construction equipment, order, pickup, deliver, and keep records of parts required for equipment service and repair.
Competitive candidates will possess heavy Equipment Maintenance experience on construction equipment such as dozers, scrapers, loaders, and trash compactors in a construction, landfill, recycling facility or similar environment. Additionally, competitive candidates will have experience utilizing a wide variety of hand and power tools.
The selected candidates will be required to obtain either a California Class A or Class B Commercial Driver's Permit within two months of employment and must obtain a California Class A or Class B Commercial Driver's License with tanker and hazard materials endorsements with no air brake restrictions within six months of employment.
Incumbents will work a 9/80 schedule including Saturdays and may travel to different landfill sites as needed.
Meet the Team!The Department of serves the County's solid waste disposal needs by providing for efficient and effective landfilling of County non-hazardous waste, protecting the environment, and promoting recycling in order to ensure a safe and healthy community for current and future generations.
EXAMPLES OF ESSENTIAL DUTIES
• Uses hand tools, water, solvents, or compressed air to blow out radiators and belly pans of dozers, scrapers, loaders, trash compactors and other equipment on a regular basis to prevent overheating and breakdown at specified intervals.
• Removes and replaces air cleaners, pre-cleaners, and cabin filters. Performs lubrication of zerk fittings and fluid top offs.
• Visually checks equipment for signs of potential problems such as oil, fuel or hydraulic leaks and reports these to fleet supervision.
• Maintains accurate records of inventoried items including air filters, fluids, oils, and fuel dispensed for each piece of equipment serviced.
• Picks up parts for Equipment Maintenance or repair and distributes them to the appropriate sites to assist fleet maintenance staff with preventative maintenance tasks.
• Performs daily inspections of fueling and oil storage facilities.
• Uses pneumatic and hand tools to assist with the removal of wire wrap, dirt, debris and various materials from equipment wheels, roller frames and final drives as necessary or as directed by fleet supervisors.
MINIMUM QUALIFICATIONS
Experience: One year of assisting in maintenance and minor repairs on a variety of heavy construction equipment in the field or a garage where maintenance and major repair work are performed.
Knowledge of: The locations and functions of major parts on a variety of light and Heavy Equipment including tractor dozers, scrapers, and loaders; the use of hand, power, and pneumatic tools, and gas welding equipment; equipment service and maintenance techniques.
Ability to: Apply knowledge independently in field situations; efficiently plan and schedule activities according to established priorities; accurately maintain simple records.
Physical Abilities: Prolonged physical exertions, including standing, lifting, carrying, reaching, bending, pushing, pulling, and climbing.
Physical Exposures: Weather extremes (hot/cold); landfill odors; insects
Driver's License: License: Possession of a valid California Driver's License. Must obtain an unrestricted Class A or B Commercial California Driver's Permit within two months of employment. Incumbents must obtain and maintain a full unrestricted Class A or B Commercial Driver's License within six months of employment. The Commercial License must not include Air Brake Restriction but should include Tanker and Hazardous Materials endorsements.
This position has been designated by the Department of Transportation (DOT) as safety-sensitive, applicants are required to complete a DOT mandated alcohol and drug-screening. (A positive test or refusal to test during the past two years will disqualify an applicant from consideration for County employment). Reference checks from former DOT regulated employers are also required.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.

A new member is defined as any of the following:
  1. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  2. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  3. A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0 < 3 year = 80 Hours (10 Days)
4 < 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
