Summary
The Compliance and Business Integrity and Integrated Ethics Officer (CBI/IE Officer) contributes to the fulfillment of the Veterans Health Administration (VHA) health care system's mission and vision by planning, designing, implementing and maintaining a system-wide compliance and business integrity (CBI) program. The position reports directly to the Healthcare System Director at the Tennessee Valley Healthcare System (TVHS).

Duties
The core duties of this position include but are not limited to:
  • Develops, audits, and monitors reports from identified risk assessments.
  • Conducts assessments to evaluate all administrative and clinical programs within the purview of the organization
  • Acts as subject matter expert and technical resource for implementing regulatory compliance programs and technologies.
  • Ensures that the local program is in alignment with VHA Directives and Handbooks and integrated the elements of the Department of Health and Human Services, Office of the Inspector General's Compliance guidance documents in the the CBI Program.
  • Conducts facility risk assessments and uses the assessment outcome as a foundational document for development of the healthcare system's annual risk mitigation plan.
  • Uses research skills to identify risk factors, analyze issues, assess impacts, and recommend comprehensive solutions.

Work Schedule: Monday - Friday | 7:30 AM - 4:00 PM
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/04/2023.
INDIVIDUAL OCCUPATIONAL REQUIREMENT:
1. Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
  • Missions, organizations, programs, and requirements of health care delivery systems
  • Regulations and standards of various regulatory and credentialing groups
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

2. Education: Undergraduate or graduate education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (TRANSCRIPT MUST BE PROVIDED.)

In addition to the Individual Occupational Requirement, you must also meet the Time-in-Grade Requirements below.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service.

If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.   • Examples of appropriate SF-50s include:
    • Within grade increases at the highest grade held; or
    • Promotions with an effective date more than one year old; or
    • SF-50s at the highest grade held with an effective date more than one year old..
    • Award 50s do not provide sufficient information and will not be accepted for the purpose of verifying time-in-grade.

In addition to the Time-in-Grade Requirement and Individual Occupational Requirement, applicants must also possess the specialized experience as described below:
  • GS-12 SPECIALIZED EXPERIENCE: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Qualifying specialized experience is defined as:
    • Conducting comparative studies of effectiveness of a wide range of programs to assess compliance risks.
    • Possessing knowledge of civilian / Veterans Affairs regulations, CMS guidelines, and pertinent guidelines of other Federal agencies as well as the laws, statutes, regulations and guidance related to compliance programs and ethics rules.
    • Applying VA (or similar) administrative investigation policy and procedures in conducting investigations of incidents or allegations of noncompliance
      matters where there is a lack of, or conflicting evidence, to substantiate what occurred.
    • Communicating regularly at a very high level to diverse audiences, both orally and in writing including public speaking and/or teaching technical content to others.
    • Reviewing resumes and documents for accuracy, format, and ability to relay information.

PHYSICAL REQUIREMENTS: Work is mainly sedentary. Travel to other TVHS sites is necessary. There will be walking, standing, bending, carrying/traveling with items such as, drawings, files, and at times a laptop.
