What You'll Do:

This position provides leadership and guidance to ADHS leadership and community partners on advancing HEALTH EQUITY and eliminating health disparities.

The position works under the general direction of the Assistant Director of Policy and Intergovernmental Affairs, this position functions as a highly skilled and technical expert in the areas of equity; leadership; policy development and analysis; strategic planning and direction; grant and financial development and management; public health HEALTH EQUITY best practices, and community engagement and support.

The position will develop and execute the strategic direction of the Office of Health Equity; manage and direct subordinate staff (work assignments, setting priorities, hiring, discipline, provide training, approving leave requests, and preparing evaluations, etc.); develop contract scopes of work; implement and monitor contracts; develop program and financial reports; provide tailored, high-quality training and presentations for the agency; develop and monitor budgets and expenditures; build and maintain partnerships/ relationships with local county health departments, non-profit organizations, state agencies, the Governor's DEIA Director, and community partners; identify health/ social/ economic/ environmental disparities; plan and implement Justice Reinvestment programming and sub-recipient monitoring including coordination with local health department programming, serve as PI for the federal health disparities grant and over 20 agreements with county, tribal, and community partners; oversee the agency COVID-19 vaccine equity programs; supervise and direct the work of the Community Integration Officer including lead and coordinate the work of the Community Advisory Board on Accessibility and Inclusion; supervise and oversee the work of several grant/contract specialist; oversee the agency equity action plan and lead HEALTH EQUITY plan work groups; l participate in meetings with key stakeholders and professional organizations; and develop, implement, and report on agency performance measures around HEALTH EQUITY.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Lead and execute the strategic direction for the Office of Health Equity, and oversight of staff workload including agency-wide HEALTH EQUITY plan and agency HEALTH EQUITY training. Support the Public Health divisions in their strengthening of HEALTH EQUITY approaches. Meet and report on agency performance metrics for the ADHS Equity Action Plan and for the Office of Health Equity.

Manage and direct staff (work assignments, setting priorities, hiring, discipline, provide training, approving leave requests, and preparing evaluations, etc.) for multiple program areas that address HEALTH EQUITY including the Disparities Grant, the Public Health Infrastructure Grant, Vaccine Equity, CAB-AI, and Justice Reinvestment.

Develop, maintain and build capacity for partnerships and engagement within ADHS, and with state agencies and community partners. Serve as the ADHS representative for state agency collaboration initiatives. Lead the preparation and development of assessments and action plans, scopes of work, program & reports, grant applications/ narratives, trainings, presentations, and written and media communications with a focus on addressing health inequities and reducing health disparities.

Develop, execute, and manage statewide/ vendor contracts including all financial management for Justice Reinvestment, Health Disparities grant, public heath infrastructure, Vaccine, and special projects. Develop, implement and manage budgets and program expenditures for ADHS and contractors, providing technical assistance when necessary.

Selective Preference(s):

Bachelor's degree in Public Health or Administration or in a related field with 7 years progressive operational management experience in public health or human services. Master's degree will substitute for 2 years of work experience.
