This is a TIME-LIMITED position. It is full-time (40 hours per week) with for a limited time. Although the length of time this position will be active cannot be determined, it has the potential to extend up to 3 years (36 months). This Environmental Engineer position works in the Hazard Mitigation Section of North Carolina Emergency Management (NCEM). Engineers are responsible for conducting detailed construction plan reviews, feasibility assessments, QA / QC visits, preliminary cost estimates, and safety requirements in support of home elevations and mitigation reconstruction projects. This position will also conduct detailed Benefits Cost Analysis for application development for FEMA Hazard Mitigation Grants; verifying that projects are cost effective for elevation or mitigation reconstruction, and, if not, renders decisions that homes must be acquired.
This position's typical work schedule is Monday - Friday, 8am-5pm. This position is located in Research Triangle Park in Durham County. This position is a flexible / hybrid role and, once a mandatory training period is completed, pending supervisor approval, this position will have the option of working remotely three days per week.
Additional job duties include:
Project Control:
  • Coordinating and evaluating projects as needed
  • Collaborating with project managers to establish schedules
  • Assessing and recognizing underperforming subcontractors
  • Reviewing change order proposals for conformance with contract documents and subcontractor scope of work
  • Conducting site visits to determine feasibility and assist in the development of project applications
  • Performing final walk-through with project managers and job site superintendents as required for project closeout construction plans
  • Reviewing final construction plan reviews and verifying safety requirements for IAW, FEMA, and NC safety regulations under the direction of the Engineer Team Lead
  • Preparing and reviewing initial engineering / technical plans and/or data for completeness, compatibility, and compliance with engineering principles, standards, codes, and design needs

Quality and Compliance:
  • Traveling to construction sites and conducting quality assurance and quality visits
  • Ensuring job specifications and scopes of work are being met on site visits
  • Assisting project managers with enforcement of site safety

Public Contact:
  • Meeting with local, state, and federal officials to facilitate project briefings, discuss findings and recommendations, and assuring all officials that construction practices are in accordance with local, state, and federal construction standards
  • Participating in homeowner and/or contractor meetings

Administrative:
  • Maintaining and assisting Engineer Team Lead with the preparation of project updates
  • Updating and maintaining various project trackers
  • Supporting leadership in subcontractor meetings
  • Providing accurate and timely documentation of project issues and recommendations or directions used for resolution
  • Assisting in responses to Request(s) for Information as required in a timely manner

NOTE: the selected applicant must be able to pass the Fundamentals of Engineering (FE) exam within one year of starting this position.
