Form of workThe CalSTRS Enterprise Strategy Management Division is seeking a motivated individual to work as an Associate Governmental Program Analyst on the Strategy and Organizational Performance Team .
The Enterprise Strategy Management Division drives strategic planning, organizational performance, enterprise sustainability, continuous improvement, research, and innovation at CalSTRS. The business areas in the division work together to increase CalSTRS' ability to integrate business intelligence into organizational planning and performance. The work of the division informs the Teachers' Retirement Board and the CalSTRS executive staff to arrive at sound decisions in pursuit of CalSTRS' strategic goals.
The Strategy & Organizational Performance Unit works with executive staff to draft the strategic plan for board approval and produces the annual business plan. Creates dashboards and documents progress quarterly on business plan objectives with the executive staff. Works with business area data stewards to collect performance data and create visual displays to use in the facilitation of branch business reviews. Leads Quarterly Performance Reviews with the executive staff and directors, linking service level objectives, management processes and systems with enterprise strategy. The goal is two-fold-one, to provide the organization with a roadmap for priorities, and two, to identify process areas that need attention to improve effectiveness and internal efficiency.
• Expertise in using Adobe Creative Cloud applications to prepare graphics, reports and other collateral.
• Ability to analyze data and conduct research to create data visualizations and presentations that effectively convey information.
• Experience applying accessibility standards to documents and presentations.
• Ability to translate words into succinct and powerful infographics.
• Ability to organize and establish workload priorities and complete multiple projects simultaneously.
• Ability to collaborate well with all types of people and maintain positive and professional working relationships.
• Ability to deliver extraordinary customer service to all levels and stakeholders.
• Experience working with senior level management and executives.
• Bachelor's degree in communications, graphic design, public relations, journalism or equivalent.
Under the direction of Staff Services Manager II, the Associate Governmental Program Analyst (AGPA) will work independently, and part of a core team at times, to provide services for Enterprise Strategy Management and the Executive team. The incumbent will complete publication design and communication consultation including editing for innovation, strategic planning, research reporting, sustainability, enterprise performance management and analysis to support the implantation and operations of the enterprise goals. The incumbent must demonstrate a high degree of independence, initiative, and originality in performing various complex tasks.

Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.
Telework Information: We offer a hybrid approach including in-office and remote work solutions with staff working on-site at our Headquarters in West Sacramento 2-3 days per week .

Working Conditions
All staff of CalSTRS are employees of the State of California and subject to California employment taxes and withholdings. Upon appointment, staff are required to provide a current California address to CalSTRS Human Resources to be used as a remote work location.

Statement of Qualifications
Interested individuals must submit a Statement of Qualifications (SOQ) in addition to the standard state application (form STD 678). Your SOQ will be considered the first interview for this position. If your qualifications are competitive, you will be invited to an interview. When completing the SOQ, please include all relevant experience, education, and training, as applicable, and explain all answers thoroughly. Background Investigation
Prior to employment with CalSTRS, a background investigation (BI) will be conducted. The BI consists of a Personal History Statement and fingerprinting through the Department of Justice. The BI will check criminal and civil records and, if applicable, verify education and check driving records.
