JOB DESCRIPTION


Job Title: Grants Planning Manager

Department: Alaska Native Justice Center (ANJC)

Reports To: Managing Attorney

FLSA Status: Exempt

Pay Grade: E5

Job Type: Regular, Full-Time

AKBCU: No ICPA: No

General Functions:

The Grants Planning Manager will be a primary contact on all grant programs and contracts within the Alaska Native Justice Center (ANJC) while engaging with community partners, participants, and the general public. This position is responsible for monitoring and coordinating all phases of grants from award through close-out, including grants administration, compliance, and reporting.

Duties and Responsibilities; included but not limited to:

  • Monitor progress and work with ANJC leadership to ensure grant activities meet the conditions and expectations of the grants.
  • Coordinate with ANJC leadership to ensure compliance with due dates for submission of budget, technical, and programmatic reports to federal, state, and private funding agencies.
  • Maintain a database of grant and donor agreements to include relevant due dates.
  • Engage with the Accounting Department to monitor and revise program budgets throughout the year and the life of the project(s).
  • Oversee the preparation and submission of all federal, state, and foundation reports as required for ANJC.
  • Perform subrecipient site visits as needed and oversee subrecipient monitoring to ensure compliance. Actively monitor sub-recipients and contractors and liaise between program teams and accounting.
  • Supervise and review the preparation of program reports and programmatic-related forms as required by the grant and donor agreement.
  • Participate in training sessions and webinars associated with funded projects.
  • Establish strong relationships with federal, state, and local government project officers.
  • Work with the Managing Attorney and ANJC leadership to monitor budget to actual performance of grants and help program managers understand and comply with their grant budgets and fiscal guidelines.
  • Provide regular training on compliance topics to relevant program staff.
  • Assist in the preparation of grant proposal budgets and narratives.
  • Participate in informational meetings on all new grant awards and restricted donations, including, but not limited to, accounting, relevant program staff, human resources, and any other functional component of the organization critical to the program's success.
  • Monitor grants vendors, contracts, and coding of expenses for grant reporting and compliance.
  • Perform other duties as needed and assigned.

  • Proficient ability to comprehend, interpret, and apply program policies, procedures, guidelines, and instructions.
  • Capable of effectively communicating program information and requirements to various individuals, agency representatives, etc.
  • Demonstrated ability to maintain professional working relationships.
  • Demonstrated knowledge and understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian communities.
  • Demonstrated ability to work independently while maintaining efficiency and accuracy.
  • Strong organizational skills to effectively manage a high volume of documentation.
  • Thorough knowledge of the State of Alaska and Federal grant regulations.

Minimum Qualifications:

  • Bachelor’s Degree in Finance, Accounting, Business, or a related field. Relevant year-for-year experience may substitute for education requirements on a year-for-year basis.
  • Three years of experience managing grants and providing senior-level administrative and/or organizational support.
  • Continued employment is contingent upon receipt of a satisfactory report from a state and federal background check.
  • Valid Driver’s License and insurable under CITC’s automotive insurance, which requires the driver to be at least 21 years of age and have had a driver’s license for at least three years.

Preferred Qualifications:

  • Prior experience with Department of Justice funding and grants.
  • One year of experience working in Justice.
  • Experience in providing accounting or finance support, data management and reporting, paralegal or other legal support.
  • Experience working in a non-profit setting.
