Job description

This Grants Manager position works within the Recovery Section of North Carolina Emergency Management and is responsible for the management and payments of disaster recovery assistance to eligible subgrantees.

Job duties of this position include:
  • Reviewing contracts, invoices, and labor / equipment records to submit for payment of grants
  • Working with FEMA staff for project formulation
  • Ensuring that projects are completed and closed in accordance with all federal and state regulations, the Stafford Act, and the Disaster Mitigation Act of 2000
  • Coordinating with FEMA on a daily basis to resolve any issues that may arise
  • Assuming key deployment responsibilities during the Disaster Recovery phase to coordinate field recovery efforts
This position qualifies for teleworking on a part-time basis as part of a State Teleworking Pilot Program. Any telework will be under the conditions of the State Teleworking Program Policy, and the employer may end any teleworking arrangement at any time at the employer's sole discretion.

This is a full-time position (40 hours per week) with State Benefits.

The salary grade for this position is NC12. State employees are encouraged to apply for positions of interest even if the salary grade is the same as, or lower than, their current position. If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY result.

About NC Emergency Management:
The mission of North Carolina Emergency Management (NCEM) is to enhance The State of North Carolina's resiliency levels by fostering active collaboration, communication, and coordination between local, state, and federal stakeholders, as well as maintaining meaningful relationships and providing services for private citizens and commercial entities. This is achieved through promoting strategies which support efficient and effective preparedness, mitigation, response, and recovery activities in response to threats from a variety if natural and man-made hazards. NCEM is a part of the NC Department of Public Safety.

About the Recovery Section:
The North Carolina Emergency Management Recovery Section manages Public Assistance and Individual Assistance Grant Programs for both state and federally declared disasters.

To qualify for this position, applicants must document on the application that they possess ALL of the following:
  • Experience administering the Public Assistance Grant Program or another federal grant program
  • Experience providing customer service to others (clients / customers / consumers)
  • Experience with financial management
  • Experience communicating financial information to others
  • Experience with state and federal emergency management policies and/or procedures

Bachelor's degree in sociology, psychology, political science, business administration, public administration, or related field from an appropriately accredited institution and three years of experience related to the specific program assignment;
or an equivalent combination of education and experience.
