The Philadelphia Department of Public Health

The Philadelphia Department of Public Health (PDPH), with some 900 staff and a budget of $350 million, promotes and protects the health of all Philadelphians and provides a safety net for the most vulnerable. PDPH leads programs to: prevent communicable diseases (including HIV, other STDs, tuberculosis, and vaccine-preventable diseases); prevent chronic diseases and injuries and promote healthy behaviors; prevent environmental health risks; investigate outbreaks of disease; respond to public health emergencies; and promote the health of women, children, and families. In addition, PDPH operates eight primary care clinics. Recently, PDPH has participated with other City agencies in responding to Philadelphia's opioid crisis and to the COVID-19 pandemic. PDPH has been an innovator in public health, pursuing novel policies to prevent and mitigate disease and injury, and intends to continue that tradition with creative solutions to both long-standing urban health problems and new crises.

Job Description

The Grants Management Specialist position is in the PDPH Division of Disease Control (DDC). DDC works to control, prevent, and report on over 60 diseases and conditions, including communicable diseases and other reportable conditions that pose serious public health threats and works to ensure the City is prepared for and responds effectively to public health emergencies. To carry out its mission, DDC receives grant funding from over 20 federal and state partners annually. This position will have primary responsibility for Grants Management activities including compliance, fiscal tracking and oversight, reporting, budget preparation and revision, and maintaining all grant related information and files. The position works closely with the DDC Director, Deputy Director, Fiscal Administrator and the Division's Program Managers, and requires excellent organizational, interpersonal communication skills, and writing skills, as well as strong problem solving and analytical skills.

Essential Functions

  • Reviews Funding Opportunity Announcements (FOAs) and prepares or assists in the preparation and submission of cooperative agreement/grant applications and budgets.
  • Coordinates with Program Managers to create, manage, and update work plans, budgets, and reports. Reviews work plans and reports with Program Managers and Division Leadership.
  • Monitors required performance measures and deadlines and ensures timely submission.
  • Manages the development and oversight of a system to track all grants and subgrants.
  • Reviews, approves, and tracks grant expenditures and staff time on grants to ensure compliance with grant guidelines.
  • Coordinates with Program Managers and the Admin/Fiscal Unit to ensure that spending is on track.
  • Develops and implements strategies for monitoring grant funded projects and recipients to ensure grant funding is being used appropriately.  
  • Troubleshoots and assists in resolving grant-related challenges.
  • Communicates and engages with subrecipients for technical assistance and to ensure compliance.
  • Interacts with funder (i.e., Centers for Disease Control and Prevention) for coordination and to resolve questions.
  • Prepares contracts and interagency agreements with subrecipients.
  • Interacts with other PDPH programs to ensure coordination of complementary funding opportunities.
  • Coordinates and schedules meetings related to Grants Management.
  • Manages and maintains all associated records.

Qualifications

QUALIFICATIONS

  • Bachelor's Degree and 4-5 years of professional experience
  • 2-4 years of experience in Grants Management
  • Experience working in non-profit or government administration
  • Experience working with federal Grants Management service systems
