Job description

Responsibilities:

The Institute for Building Technology and Safety (IBTS) is a government partner and Mission Driven organization engaged in Puerto Rico’s disaster recovery programs for nearly three years.

 

We are looking for a Temporary Grants and Compliance Specialist (GCS) who  can contribute to Puerto Rico’s long-term disaster planning and mitigation efforts through several Community Development Block Grants – Disaster Recovery (CDBG-DR), Community Development Block Grants – Mitigation (CDBG-MIT), and FEMA Hazard Mitigation Grant Program (HMGP), focused on municipal and community group resilience planning, code enforcement, and energy resilience.  The GCS expertise in these areas will be critical to the recovery planning process.

 

The GCS will report to the IBTS Director of Puerto Rico and work closely with other Program and Financial Department members to ensure all awards are managed and implemented according to CDBG-DR, CDBG-MIT, and FEMA HMGP programs.

 

Responsibilities

  • Assist in the grant administration and project delivery functions.
  • Follow procedures to track program progress.
  • Assist in the development of RFPs and RFQs.
  • Review all requests and certifications in detail to secure the release of federal and state grant funds.
  • Develop a contract document system to track quality reviews, analysis, and report generation.
  • Perform QA/QC of both digital and physical project files and reports.  
  • Create and maintain appropriate detailed documentation required by the grant.
  • Assist in data and document gathering, document digitalization and work with the document management system users to ensure that they have access to the most current information in a timely manner.
  • Assist to create or update compliance forms or templates.
  • Assist in the administration of grant budgets, payments, and expenditures.
  • Assist in preparing progress reports ensuring compliance with grant regulations and policies.
  • Facilitate invoicing and financial reconciliation.

Support close-out procedures in order to meet compliance regulations.

Qualifications:
  • Minimum three years of demonstrated experience working with federal funds, FEMA and CDBG-DR/CDBG-MIT. – Or –
  • Experience working with federal grant awarding agencies, private organizations, and government officials.

Education:

  • Bachelor’s degree preferred but not required.

Competencies:

  • Expertise in compliance with FEMA Funds and CDBG-DR/CDBG-MIT Funds
  • Knowledge of federal regulations
  • Excellent written and verbal communication skills in Spanish and English
  • Strong analytical, problem-solving, and decision-making capabilities
  • Excellent time management skills and the ability to prioritize work
  • Knowledge of office management systems and procedures
  • Proficiency in MS Office (MS Excel and MS PowerPoint, in particular)
  • Proficiency in Microsoft Teams
  • Capable of working independently to complete tasks with minimal supervision
  • Ability to visit client locations across Puerto Rico is desirable
