Job description

Salary Range: $30.96 - $41.83 hourly

Job Summary:

This position reports to the Affordable Housing Manager and provides support with the administration of federal grants including Community Development Block Grant (CDBG) and HOME Investment Partnership Funds, as well as other State and local programs.

Experience, Knowledge, Skills:

Minimum Requirements:

  • Associate’s degree in Finance or Business Management
  • 1-3 years of experience working with grants

Preferred:

  • Bachelor’s degree in Finance or Business Management

Knowledge, Skills, and Abilities:

  • Knowledge of the business and organizational structure of Colorado municipalities. 
  • Collaboration skills, including the ability to work with others from different areas and backgrounds to reach a common goal. 
  • Computer skills, including the ability to utilize Microsoft Office programs (i.e. Word, Excel, PowerPoint, Outlook, etc.) and learn and experiment with new software and systems.

  • Oral, written, and listening communication skills, including the ability to accurately interpret what others are saying and convey messages, information, concepts, and details accurately and clearly.

Essential Functions:

Grant administration support:

  • Primary responsibility for the annual CDBG application process from application availability through the presentation to Council.
    • Prepares and distributes the application to City Departments and interested agencies. 
    • Application review, summarization, and preparation of information for the GURA Board, and City Council, budget preparation and monitoring with Finance. 
  • Monitors the recipients of grants for compliance with federal grants.
  • Provides technical assistance for the application and implementation of the activities. 
  • Forms policy and procedures required by the Federal grants.
  • Prepares contracts with the grant recipients. 
  • Assists with environmental reviews.
  • Prepares the HUD application (Annual Action Plan) and CAPER and enter information into HUD's IDIS system.
  • HOME grant applications, monitoring, contracts.
  • Oversees both HOME budgets.

Communication: 

  • Provides technical assistance, grant monitoring, notification of grant availability, and reporting needs. 
  • Responds to inquiries on the city’s entitlement grants for monitoring of our programs by the grant provider. 
  • Communicates the notification of grant availability, technical grant assistance, reporting, and other federal requirements with community members, city staff, and other stakeholders. 
  • Coordinates public input on reporting and budgets and provide ongoing grant information to interested parties.  

Problem solving and decision making: 

  • Works with broad policies and specific objectives. 
  • Determines what has been done, what can be done, what proposals for long-term policy, and estimates of what new resources are required. 
  • Limits are set by organizational policy, general directives, overall goals, and objectives.

Work Environment and Physical Requirements:

Work Environment: 

  • Work is primarily performed in an office environment.
  • The City of Greeley has established a formal telework policy that allows eligible positions, in coordination with their Departments' management team, an opportunity to incorporate a component of remote work into their working schedule. This position will be eligible for consideration under the City's telework policy.

Physical Requirements:

  • While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear.
  • The employee is occasionally required to stand.
  • The employee must occasionally lift and/or move up to 10 pounds.
  • Specific vision abilities required by this job include close vision, peripheral vision, depth perception, and ability to adjust focus.
  • Vision enough to read computer keyboards, reference books and other written documents.
  • Communication skills sufficient to convey information to the public via telephone and in person. 
  • Manual dexterity sufficient to accurately input, retrieve and verify work assignments.
