Global Infrastructure, Cyber Security & Services Manager

Role Synopsis:
The Global Infrastructure Manager's role is to plan, organize, and manage staff and overall operations to ensure the reliable, stable, secure and cost-effective operation of the organization's IT infrastructure. In addition, the role manages a team of professionals who deliver the planning, acquisition, deployment, support and maintenance of the company's global client-side IT assets.
The Global Infrastructure Manager is responsible for the selection, design, and implementation of transformational technologies to bring significant value to the Aromatics business and is also a member of the Global IT Security team and those duties are to ensure the secure operation of the Global computing environment for all computer systems, servers, and network connections. Ownership and solution are governed by the global IT governance board (comprised of all IT Managers). The board directs the Infrastructure Managers to analyze and resolve security breaches and vulnerability issues in a timely and accurate fashion, and conduct user activity audits where required.
Responsibilities and Accountabilities:
Accountability Section 1:
NATURE OF THE POSITION
  • The Global Infrastructure Manager works with abstract concepts, turning them into opportunities to improve corporate performance. Actively identifies state of the art knowledge in other areas and adapts that knowledge to achieve business improvements.
  • The scope of work done by the individual requires the integration of the entire process/system (e.g. integration of multiple, mixed-use systems).
  • The employee acts independently to achieve results, provided tasks are consistent with objectives. The position determines how and when to achieve objectives. No direct monitoring of the job is needed.

Accountability Section 2:
STRATEGIC
  • Strategy & Planning: Since much of INEOS operates on a single, global network design, Strategy and Planning of infrastructure design and operation are critical. The Infrastructure Manager and his counterparts are responsible for developing and maintaining common, comprehensive Global & Regional IT systems. These are governed by a set of Global policies that have been designed, approved and managed by the Infrastructure Managers across the company. In order to be proficient, the post-holder must demonstrate a technical proficiency in management of network design and operation. Design of the Global policies and the technical understanding is required.
  • Design and implement short- and long-term strategic plans to ensure infrastructure capacity meets existing and future requirements.
  • Lead in the development, implementation, and maintenance of policies, procedures, and associated training plans for infrastructure administration and project management.
  • The post holder is responsible for contributing to Group-wide strategy, policy, and operational processes in the areas of security, networking, and infrastructure performance improvement.
  • Participate in the development of IT strategies in collaboration with the executive team.
  • Conduct research and make recommendations on products, services, protocols, and standards in support of all infrastructure procurement and development efforts.
  • Establish service level agreements with business units where appropriate.

Accountability Section 3:
SOURCING
  • Acquisition & Deployment: These tasks are owned by the Infrastructure Manager, who has complete ownership and accountability. Because the Infrastructure Manager requires extensive expertise in the technical aspects of design, acquisition, and deployment, minimum guidance is given in a directive role. The diverse nature of the IT infrastructure requires the post-holder to master a broad range of comprehensive technical detail.
  • The role is critical in the development, implementation, and operation of new infrastructure facilities that will provide the business with significant cost savings.
  • In conjunction with Procurement, Prepare RFPs, bid proposals, contracts, scope of work reports, and other documentation for infrastructure projects and associated efforts.
  • Negotiate with vendors, outsourcers, and contractors to secure infrastructure-specific products and services.

Accountability Section 4:
OPERATIONS
  • Operation of a highly complex IT infrastructure requires mastery of skills that are developed over time. The role is responsible for the creation and control of specific policies and procedures.
  • Manage and set priorities for the design, maintenance, development, and evaluation of all infrastructure systems, including LANs, WANs, Internet, intranet, security, wireless implementations, telecom systems, etc.
  • Lead a team that:
  • Conducts feasibility studies for various upgrade projects, improvements, and other conversions.
  • Defines hardware and software standards in conjunction with owners and stakeholders.
  • Tests network performance and provides network performance statistics and reports; develops strategies for maintaining network infrastructure.
  • Tests server performance and provides server performance statistics and reports; develops strategies for maintaining server infrastructure.
  • Direct and administrate a global team of client support coordinators, network engineers, and desktop analysts, and where necessary, conduct performance reviews and corrective action.
  • Manage telecom operations for the business, including service and support providers.
  • Establish and maintain regular written and in-person communications with the organization's executives, decision-makers, stakeholders, department heads, and end users regarding pertinent infrastructure activities.

Accountability Section 5:
SECURITY and SHE
  • The role is responsible for maintaining a secure, global, high reliability network and server infrastructure across 5 manufacturing sites and the business headquarters. This includes Developing and implementing security policies and procedures, using the NIST security framework as a guide
    • Managing security staff
    • Understanding network activity and vulnerabilities and preparing for potential threats
    • Overseeing incident response and disaster recovery planning
    • Coordinating the response and recovery efforts in the event of a data or security breach
    • Developing and Reporting performance data to business leadership
    • Lead the planning, procurement, and deployment of infrastructure security measures.
  • The position is accountable for understanding and putting into practice the INEOS 20 Principles. Additionally, the team leader has a special responsibility to cascade the understanding of these principles through their team.

Accountability Section 6:
FINANCIAL and ASSET CARE
  • Manage operational costs; conduct near and long term financial forecasts for expanded functionality/user base.
  • Develop options for cost improvement programs
  • Practice IT asset management, including maintenance of component inventory and related documentation with a focus on Asset Care.

Skills and Knowledge Required:
Education / Experience
  • Minimum 15 years' experience.
  • Bachelor's degree in computer-related or engineering field and Certification in one or more networking or backoffice technologies preferred.
  • Minimum 5 years supervision experience.
  • Experience managing medium to large scale technology projects.

Technical:
  • Understands and designs highly complex aspects of a wide range of technologies and performs work without supervision.
  • Is a widely recognized expert in multiple fields.
  • Is able to anticipate industry trends and changes in the environment, and develop plans needed to adapt to such.
  • Strong technical skills in most of the following areas:
    • Digital security technology
    • Azure server and network technologies
    • Web/Application servers
    • Active Directory / Group Policies
    • Disaster Recovery Planning and Implementation
    • Design and implementation of LANs or WANs
    • Design and Operation of Data Centers
  • Able to diagnose and solve complex, rare technical or process issues, and evaluate impact on business. Is frequently called upon by other organizations to assist in problem resolution.
