The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. This position is with our Energy Resources Program Area and will perform contract work.
Performs advanced (senior-level) contract management work. Work involves coordinating, developing, and evaluating a broad range of contracts. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some duties. Normal cognitive abilities including the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required. The individual must be able to work under deadlines, as a team member, and in direct contact with others.

Minimum Qualifications:
Graduation from an accredited four-year college or university.
Bachelors Degree. Three (3) years of experience developing solicitations, contracts, and amendments by identifying provider resources, describing services to be rendered, evaluating information supplied by bidders, and negotiating contract specifications. Experience and education may be substituted for one another.
Preferred Qualifications:
Work experience using DocuSign, DocuShare, DocuSign, Contract Management System (CMS), Contract Lifecycle Management (CLMI) Conga Novatus and MS Office Suite programs.

Essential Job Elements:
- Custodian for all SEMP related contracts. Prepares SEMP gas contracts. Coordinates with outside vendor for electric contracts. Routes contracts for review and approval using DocuSign or other appropriate manner when customer does not accept DocuSign. Keeps accurate records of all deals including contracts, agreements, confirmations, amendments. Transmits executed contracts to public retail customers (PRCS). Serves as a resource for contract inquiries and open records requests. Provides excellent customer service.
- Ensures all SEMP contracts are uploaded into the current contract management system and legacy systems if required. Research contract questions from management, customers and third parties.
- Prepares contracting statistics as required. Maintains the electronic contract database and keeps database current. Tracks all contracts in the approval pipeline.
- Develops high competence in DocuSign, DocuShare, Contract Management System (CMS) Contract Lifecyle Management (CLM), Conga Novatus, Excel, Word, and Access. Attends training classes to obtain the necessary mandatory training and additional training if required when software is updated.
- Performs related assignments and special projects as needed.
