This is a contract position that requires an onsite presence in Sacramento, CA. There is the potential it will be hybrid or remote in the future.
The responsibilities of GIS/Data Analyst include, but are not limited to:
GIS/Data Analyst Responsibilities:
- Clean, organize and manage large data sets collected by field personnel.
- Analyze complex and/or large data sets using Microsoft Excel.
- Create visualizations from existing data sets to support decision-making.
- Research and collect GIS and non-GIS datasets from numerous sources.
- Deploy complex maps with both vector and raster data in ArcMap.
- Create geodatabases, shapefiles, and associated metadata.
- Perform various spatial analysis techniques and running geoprocessing tools.
- Build and maintain interactive GIS solutions with ArcGIS Online.
- Work with clients to develop unique and creative solutions to complex GIS tasks.
- Balance multiple projects and tasks at any given time.
- Promote firm-wide growth of the GIS practice.
Candidates for GIS/Data Analyst must possess the following qualifications:
GIS/Data Analysts Basic Qualifications:
- Two (2) or more years of data analysis experience.
- Advanced skills in Microsoft Excel.
- At least three (3) years of professional GIS experience.
- Experience working with ArcGIS (e.g., ArcMap, ArcToolbox, ArcCatolog).
- Experience working with ArcGIS Online to create Web Applications, StoryMaps, and Dashboards.
- Knowledge of basic cartographic and mapping principles.
- Experience converting data between coordinated systems, datums, and projections.
- Strong data management skills, including working with data attribute tables and performing multiple field joins.
- GIS problem-solving/troubleshooting skills.
- The ability to communicate technical information to a non-technical audience.
- Experience working with the necessary data (e.g., mitigation grant applications and property assessor databases) to develop the required GIS-related products (e.g., hazard mapping, risk assessments, loss avoidance studies) for mitigation planning (e.g., hazard mitigation plans) and hazard mitigation projects (e.g., Hazard Mitigation Grant Program [HMGP], Building Resilient Infrastructure and Communities [BRIC], 406 Mitigation).
- Experience working with the necessary GIS data (e.g., United States Department of Housing and Urban Development [HUD] Low- and Moderate-Income, Census Geographies, Latitude & Longitude Coordinates) to develop the required GIS-related products (e.g., project location maps) for the Community Development Block Grant Disaster Recovery (CDBG-DR) Infrastructure Match Program and various other disaster recovery-related projects.

- Experience with FEMA Hazard Mitigation Assistance (HMA) programs.
- Experience with performing loss avoidance studies.
- Emergency management experience.
- Experience with Power BI.
- Experience with Tableau.
- Experience with GIS scripting languages (e.g., Python, SQL, Visual Basic).
- Experience with ArcPro.
- Experience with Hazus.
- Experience with ModelBuilder.
- Experience with 3D Analyst.
