Description
This is specialized technical work in support of the City's Geographic Information Systems. Performs related work as required.

Certain essential city services are required to be maintained in any civil emergency. Depending upon the type of emergency, any and all employees may be activated as essential employees in the event of an emergency.
An employee in this class is responsible providing accurate, reliable and critical GIS information to City Departments for the success of department programs and projects by maintaining, coordinating, and administering the City's Geographic Information Systems, including the analysis of complex data and the design, implementation and maintenance of GIS applications. Work involves exercise of discretion and judgment in its performance.
Essential Job Functions
Participates in studies of departments to identify areas where the application of GIS technologies can be used;
Performs complex data analysis, and software development for GIS applications, to include maintenance of existing systems and research/development for future enhancements;
Designs and carries out GIS procedures, both simple and complex;
Compiles and integrates data from a wide variety of sources for inclusion in map manuscripts; creates and edits geospatial data, using GPS and digitizing techniques;
Creates and edits geographic databases and generates resultant maps, charts and other relevant geographic information for departmental analysis and management;
Performs troubleshooting and problem resolution of data system;
Assists employees with operational issues and in interpreting data;
Ensures GIS products are delivered within an acceptable timeframe;
Obtains new map layers and map-able data resources as they become available from other organizations;
Assesses new products and techniques; evaluates available GIS software application packages;
Performs related work as required (i.e., CADD, producing reports and tables, etc.)
Minimum Requirements
Bachelors degree in GIS, computer science, management information systems, geography, urban planning, or a closely related field, supplemented by one year training or experience in GIS database administration, with working knowledge of GIS and CAD principles/software, Windows operating systems, Microsoft Office Software and other hardware/software as required.
OR
An equivalent combination of training and experience which provides the required knowledge, skills and abilities.
GIS and computer software skills to be determined dependent on technology/equipment in use at time of vacancy. Must continue certification/training as technology advances.
Must be able to work flexible hours as needed.
Possession of a valid Florida driver's license.
Skills
Considerable knowledge of geography and cartography;
Considerable knowledge of GIS software;
Considerable knowledge of the methods, practices, and techniques for the administration and implementation of GIS system application;
Considerable knowledge of database geo-referencing, scanning, plotting and conversion routines;
Considerable knowledge of the capabilities of hardware and software resources;
Considerable knowledge of statistical and other research methods and procedures;
Knowledge of program planning and project development concepts;
Some familiarity with municipal utility drawings;
Ability to produce cartographic maps and reports using GIS databases;
Ability to create and maintain derivative GIS databases;
Ability to perform data and geographical analyses;
Ability to customize applications, convert data and develop logical/physical database designs;
Ability to read and understand maps, blueprints, and surveys;
Ability to plan and organize a large work load;
Ability to logically analyze situations and set priorities involving multi-faceted projects;
Ability to communicate effectively, both orally and in writing, with employees, City Officials, and various agencies;
Ability to handle stress;
Physical ability to perform duties.
