Job Summary
MAJOR FUNCTION: Technical position in the GIS Division of the Planning and Development Services Department, which provides data collection, mapping, land use planning, and GIS support for Departments under the St. Lucie Board of County Commissioners. The primary responsibility of the GIS Specialist is to provide spatial database application support. This position reports directly to the GIS Manager.
Essential Job Functions
KNOWLEDGE, ABILITIES, AND SKILLS NEEDED IN ORDER TO PERFORM THE ESSENTIAL JOB FUNCTIONS:
Knowledge:
  • Knowledge of standard statistical principles, methods, and research techniques.
  • Knowledge of computer-automated mapping, geographic data collection methods, and automated data management systems.
  • Knowledge of Microsoft Windows operating systems, Microsoft SQL Server databases, ESRI Product Suite (ArcMap, ArcSDE, ArcGIS Server, ArcGIS Pro).
  • Knowledge of planning and land use principles and practices. Familiar with Tyler Technologies Enterprise Permitting & Licensing software.

Abilities:
  • Ability to deal effectively with the public and present information clearly and concisely.
  • Ability to work well under pressure with fixed deadlines.
  • Ability to establish and maintain effective working relationships with members of the Department and other agencies.

Skills:
  • Must have considerable technical skills and independent judgment, to coordinate GIS activities with other County departments, divisions, and outside agencies.

ESSENTIAL JOB FUNCTION:
  • Provides full GIS support to County departments and outside agencies on all GIS-integrated systems.
  • Performs data collection, database development, and mapping design work.
  • Conducts these functions in the development and support of the County's geographic information system (GIS).
  • Creates maps, reports, and GIS data sets on computer-automated mapping and database management systems for research, decision support, and presentation purposes.
  • Updates, maintains, and ensures the accuracy of digital data tables, graphics, and GIS data sets.
  • Provides technical assistance to County personnel and handles customer service requests.
  • Maintain confidential records and correspondence.
  • Performs related work as requested or assigned.

EMERGENCY MANAGEMENT RESPONSIBILITIES: During emergency conditions, all County employees are automatically considered emergency service workers. County employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency situation and are expected to perform emergency service duties, as assigned.
ESSENTIAL PHYSICAL SKILLS: Good vision and hearing with or without correction. Use of both hands and fingers with dexterity. Frequent walking, standing, sitting, kneeling, bending, squatting, and use of both hands, fingers and feet are required. Must be able to traverse undeveloped or uneven grounds during site visits at job sites and special facilities. Reasonable accommodations may be made to enable individuals with disabilities to perform essential functions.
ENVIRONMENTAL CONDITION REQUIREMENTS: Nearly constant work inside the office in a sedentary posture. Periodic attendance at meetings inside and outside the County office buildings. Occasional field trips to unimproved and improved development sites, agricultural areas, and wilderness areas.
WORK HAZARDS: Work inside an office for long periods in a sedentary position; Occasional field visits to undeveloped, agricultural areas and areas under development, with attendant hazards.
SAFETY EQUIPMENT USED OR NEEDED: Safety equipment (i.e.: hard hat, eye and ear protection, etc.) when conducting site visits.
Qualifications
EDUCATION: Bachelor's Degree from an accredited college or university in Computer Science, GIS, Planning, one of the physical or natural sciences, or a closely related field.
EXPERIENCE: At least three (3) years of experience in relational database development, GIS analysis, and application development is required. Experience with Arcade and Python scripting for application development on an ESRI ArcGIS platform, ArcGIS Online/Enterprise Portal setup, management and application development, and Tyler Technologies Enterprise Permitting & Licensing Software (EnerGov) is desired. A comparable amount of training or experience may be substituted for the minimum qualifications.
LICENSE, CERTIFICATION, OR REGISTRATION: Valid Florida Driver's License and must maintain a good driving record.

Driving Position: - Operating County vehicles and/or equipment is a primary function of this position.
PRE-EMPLOYMENT SCREENING: This position requires a physical, drug testing, driver's license verification and level 1 background screening.

SICK LEAVE
Sick Leave with pay shall be accrued at a rate of one (1) working day for each month of service, twelve (12) days a year. There will be no maximum on the amount of sick leave an employee may accumulate.
