Salary Range: $50,627.00 ($24.34/hr.)  -  $78,478.40 ($37.73/hr.) 

Grade: 108

Hours: 7:00 am - 3:30 pm 

Position Summary:

Under limited supervision of the Director of Asset Management & GIS, the Geographic Information System (GIS) Specialist performs technical work and provides specialized support for GIS data development and maintenance.

 

Essential Functions:

  • Research, evaluate, recommend, and implement technical solutions to achieve GIS objectives to forward Charleston Water System's mission.
  • Create, organize, and maintain accurate location and attribution of utility assets.
  • Import GIS data into database and perform data updates for various layers.
  • Facilitate the acquisition and distribution of spatial data within the GIS, in addition to QA/QC of incoming/outgoing data.
  • Work closely with internal and external stakeholders to support their data needs and use of GIS.
  • Provide technical support as needed for field and office users on implemented Esri ArcGIS product stack.
  • Create, share, and manage web services, web maps, and web applications in AGOL and Portal environments.
  • Customize 'off-the-shelf' web maps and applications.
  • Assist in the maintenance and administration of CWS AGOL and Portal environments.
  • Provide GIS training.
  • Perform GIS data conversion and analysis.
  • Manipulate GIS data to create information products for field and office use.
  • Perform GPS field data collection, post processing, and storage.
  • Provide oversight and management of GPS data capture.
  • May be required to work during emergency conditions.
  • Regular attendance is required.
  • Job performance must conform to all CWS policies and procedures.
  • Specific knowledge of CWS Environmental Management System Policy and Procedures.

Minimum Requirements 

Physical Requirements, Activities, and Working Conditions

  • Ability to understand complex written and oral instructions and communicate with others orally and in writing.
  • Ability to visually observe computer screens and hard copy drawings.
  • Sedentary work exerting up to 20 lbs. of force occasionally and/or negligible amount of force frequently or constantly.
  • Occasional field work to acquire GIS data, or to confirm accuracy of existing data.
  • Ability to operate and maintain motor vehicle.
  • Must be able to wear Personnel Protective Equipment (PPE) as defined in the Job Safety Analysis (JSA) to perform the required essential functions.  

Education and/or Experience

  • Associates degree in GIS studies or related discipline with a minimum of two (2) years GIS experience; OR a minimum of five (5) years' experience in GIS.
  • Experience editing data in an ESRI ArcGIS Enterprise versioned Geodatabase required.
  • Minimum one (1) year experience with GPS and AutoCAD preferred.
  • Experience supporting and using ArcGIS Desktop (ArcGIS Map & Pro), ArcGIS Enterprise, Portal and ArcGIS Online products.
  • Experience in the production of maps, web maps, and other GIS products.
  • Experience creating and maintaining metadata for GIS databases.
  • Experience creating models using Esri Model Builder.
  • Knowledge of GIS concepts and methodology.
  • Knowledge of general mapping principles, spatial analysis, and cartography.
  • Knowledge and experience working with coordinate system transformations.
  • Knowledge and experience using AutoCAD software.
  • General knowledge of the principles, theories and methods of database concepts related to the various types, classes, uses, and interrelationships of assets within a typical water and wastewater utility.
  • Ability to interpret drawings, maps, plats, legal document, and surveys.
  • Ability to read and comprehend technical papers, policies, procedures, technical manuals, software help files, etc.
  • Ability to provide training in the use of GIS and GPS.
  • Ability to prioritize and plan work.
  • Strong analytical and organizational skills.
  • Strong written and verbal communication skills.
  • Creative thinking abilities and problem-solving skills.

Licenses, Certifications, Registrations

  • Valid South Carolina Driver's License required.
  • Geographic Information Systems Professional Certification (GISP) preferred.
  • Esri Desktop Associate or Professional preferred.

Training Needs:

  • OSHA and Departmental safety training as required.
  • Skills Based Training.
  • Standard Operating Instruction (SOI) per department requirements.
  • ISO 14001 standards for department and company.
