With grant funds from the Centers for Disease Control and Prevention (CDC), DOHMH is undertaking a new initiative that will meet critical infrastructure needs and make possible strategic investments that will have lasting effects on public health. Investments and improvements through this initiative will help modernize DOHMH’s foundational capabilities and data infrastructure, enabling it to partner in complex health and health care environments and, in turn, support better public health outcomes, including COVID-19. This initiative supports larger efforts to rebalance investments in public health and more equitably serve communities and populations.

Program Description:

The agency is embarking on a data modernization initiative to accelerate its data strategy. During the COVID-19 pandemic, data was the life blood of the agency’s response to making informed data-driven decisions and policies that directly impacts the lives of New Yorkers. These included operational data in our vaccination campaign at the Vaccine Hubs, distribution strategy throughout the city’s vaccine infrastructure, as well as health equity data breaking down lab tests, positive cases, hospitalizations, deaths, and vaccination rates by age, place, and race. With grant funding support from the Centers for Disease Control (CDC), DOHMH is embarking on a data modernization initiative to move from siloed and brittle public health data systems to connected, resilient, adaptable, and sustainable systems. This initiative is not just about technology, but also about putting the right people, processes, and policies in place.

NYC DOHMH’s modernization strategy focuses on key areas in data collection, storage, processing (including transformation, standardization, matching, deduplication), data integration and exchange, data analysis and data reporting and visualization

The DMI initiative will allow DOHMH to build up foundational technology capabilities within the Division of Information Technology. This includes increasing capacity, knowledge, and experience with Azure cloud technologies within the broader NYC cloud and cybersecurity infrastructure and all within the context of public health

Summary of Position:

The Spatial Data Analyst will support day to day Spatial Data and mapping needs of the Agency in an effort to build GIS capacity, including development of static and interactive maps, data visualizations, curated Spatial Datasets and support for Spatial Data analysis and mapping projects for a wide range of Public Health programs.

Job Duties:

  • Prepare high quality static and interactive maps, charts, and dashboards for internal & external audiences.
  • Initiate efforts to acquire, curate, and maintain geoSpatial Data from diverse sources and make data available to users in a variety of Spatial Data formats.
  • Manage and manipulate large, complex data sets and databases and ensure data quality and integrity.
  • Provide routine data maintenance on established data sources.
  • Use mapping and statistical software (e.g., GIS, Python, SQL Server, R) to clean, manage, and analyze data and create maps and tools that can be leveraged by staff in daily work and in emergency preparedness and response.
  • Create mobile data collection surveys and maps using ESRI’s cloud products, including Survey123 and ArcGIS Online.
  • Perform ETL processes between different enterprise data systems, creating data automation services in SQL or Python, publishing map services, and participating in application deployments as needed.
  • Conduct trainings and workshops on GIS to build workforce capacity to support data modernization efforts.
  • Create thorough documentation for all work.
  • Provide GIS software and Spatial Data support to DOHMH staff.
  • Assist with GIS software license administration.
  • Other responsibilities as required.

Qualifications and Requirements:

  • A master’s degree from an accredited college or university.
  • 3+ years of experience managing the production of or directly creating interactive data visualizations and dashboards.
  • Expertise in the full suite of ArcGIS desktop, enterprise, online & mobile software
  • Ability to create Spatial Datasets and perform geographic data processes using SQL, Python, R and/or GDAL
  • Experience with NYC geographic data, NYC Open Data, NYC GeoSupport
  • Strong data management, communication, and quality assurance skills 
  • Experience with querying APIs, including US Census
  • Experience working with a variety of data visualization platforms including, ArcGIS, Tableau, and PowerBI
  • Ability to create Spatial Datasets and perform geographic data processes on Spatial Data.
  • Ability to work independently with strong attention to detail and data quality checks.
  • The ideal candidate for this position must be a pro-active and self-motivated individual with the ability to work in teams and in a highly dynamic environment with multiple stakeholders and short timelines.
  • Familiarity with DOHMH
  • Excellent communication (verbal & written) and interpersonal skills.
  • Strong analytical skills and ability to manage and report complex information.
  • Desire to grow professionally, develop new skills and willingness to work outside of comfort zone.
  • Ability to prioritize and work in fast-paced environment with hard deadlines.
  • Fluency in Microsoft Word, Excel, Outlook, and PowerPoint.
  • Salary - $90,000 - $90,000

Additional Information:

This is a temporary grant-funded position ending November 2027.

Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.

This individual will be required to reside in the Tri-State Area (New York, New Jersey, and/or Connecticut)

This individual will be expected to work non-business hours during emergencies.
