NATURE OF JOB:
This supervisory position functions as the GIS team leader in the development, maintenance, and administration of the County's Enterprise Geographic Information System (E-GIS). Working in conjunction with Division goals and guidelines, the GIS Manager coordinates work with various county and municipal departments to ensure that their needs for GIS information and services are met on an ongoing basis. Duties are performed under the direction of the Chief Technology Officer.
Essential Functions and Responsibilities
ESSENTIAL FUNCTIONS & RESPONSIBILITIES:
  • Acts as first line supervisor for GIS Division staff, including interviewing and selecting job applicants, training and career development, overseeing work, and establishing and evaluating appropriate performance standards in accordance with the division's and County's objectives and standards.
  • Leads the development and implementation of goals, objectives, policies, and priorities for the E-GIS.
  • Responsible for the spatial information needs of the County.
  • Makes critical decisions in the development and integration of spatial technologies, design and maintenance of spatial databases, and development of GIS deployment strategies.
  • Coordinates collaboration with GIS staff and various county and municipal departments to understand their geographic data needs.
  • Coordinates with GIS staff to plan, design, and implement procedures that enhance access and responsiveness of GIS.
  • Coordinates the development of data collection, input, and modeling standards for GIS data, applications, and solutions.
  • Tracks the progress of system implementation and application projects.
  • Prepares the GIS Division budget, monitoring revenues and expenditures, ensuring sound fiscal control.
  • Directs the maintenance and design of the Enterprise GIS database utilizing ESRI GIS technology and database management tools.
  • Supervises the entry of spatial data using established workflows and methods through the use of coordinate geometry and other heads-up digitizing methods.
  • Supervises the production of standard and custom maps using ArcGIS software.
  • Supervises the collection of data in the field using GPS devices.
  • Reviews GIS data for accuracy by applying established specifications.
  • Responsible for enterprise software licensing and hardware procurements.
  • Supervises the maintenance of GIS software, patches, and troubleshoots technical problems.
  • Directs the fulfillment of data requests and inquiries from various customers (both public and private).
  • Coordinates GIS activities between different groups, agencies, departments, or individuals.
  • Monitors current and future GIS Inter-local agreements.
  • Coordinates the development of training programs to expand the use of GIS.
  • Coordinates outreach functions to publicize the Division's GIS services and promote the use of GIS throughout the region.
  • Remains abreast of new trends and innovations in the field of GIS, database design, and related hardware and software.
  • Attends conferences, workshops, seminars, and other training for professional development purposes.
  • May perform the work of other GIS staff as required.
  • Regular reliable full-time attendance as scheduled.

Minimum Qualifications
MINIMUM QUALIFICATION REQUIREMENTS:
  • Bachelor's degree or equivalent coursework from an accredited college or university in GIS, Geography, Information System Management or a closely related field with major course work in GIS, or equivalent academic credentials related to the field of GIS. A Master's degree is preferred.
  • GISP Certification is preferred.
  • At least five (5) years of progressive experience designing, implementing, and management of an Enterprise Geographic Information System (E-GIS). Must have substantial GIS project experience using ESRI GIS software products.
  • Three (3) years or more experience in GIS management or supervision preferred.
  • Must maintain good interpersonal and communication skills to deal with public.
  • Must be able to speak, write, and comprehend English language.
  • A comparable amount of training and/or experience may be substituted for the minimum qualifications. GIS certification can be used to establish equivalency.

LICENSES AND/OR CERTIFICATIONS:
Possession of or ability to obtain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program.
Knowledge, Abilities and Skills
KNOWLEDGE, SKILLS, & ABILITIES:
  • Knowledge of the principles of geographic information science and GIS technology.
  • Knowledge of relational database systems, specifically SQL.
  • Knowledge of County operations and procedures.
  • Knowledge of project management and ability to apply that knowledge to projects with considerable technical complexity.
  • Knowledge of the fundamentals of GPS receivers and skill in their use for data collection.
  • Knowledge of the methods, practices, and techniques of spatial relational database modeling.
  • Knowledge of the principles of data entry, including heads-up digitizing of data from aerial photography.
  • Knowledge of the core concepts of personnel management and the ability to hire and retain skilled staff.
  • Knowledge of and experience with the design, installation, configuration, management, maintenance, and sustainment of ArcGIS Server and associated sub components including ArcSDE along with ESRI GIS suite of products.
  • Strong leadership, mentoring, and team-building skills.
  • Good presentation and speaking skills.
  • Must have good interpersonal and communication skills to deal with public.
  • Outstanding project management and organizational skills.
  • Excellent oral and written communication skills.
  • Expertise in the use of MS Word, Excel, and Outlook is essential.
  • Ability to envision how GIS technology can be used to support other departments.
  • Strong capability of spatial analysis and cartographic skills.
  • Ability to work independently and maintain productivity with minimal supervision.
  • Ability to establish and maintain effective working relationships with fellow employees, division and department heads, public/private sector contacts, and County administration.
  • Ability to express ideas clearly and concisely, both verbally and in writing.
  • Ability to organize work, establish priorities, meet deadlines, and follow up on assignments with a minimum of direction.
  • Ability to utilize personal computers, standard office equipment, and standard software applications such as word processors, database software, and spreadsheet applications.
  • Ability to operate a variety of devices such as scanners, printers, and large format plotters.

PHYSICAL REQUIREMENTS/ENVIRONMENTAL CONDITIONS:
Work is primarily performed indoors but requires some exposure to environmental changes (e.g., outdoor weather and/or field conditions, etc.) or irate customers, extreme noise, odors, heights and/or dust.
This position requires some exposure or risk to physical health and/or physical safety (e.g., outdoor weather and/or field conditions, etc.). This position may require the use of Personal Protective Equipment (PPE).
Stooping, crouching, walking, pulling, lifting, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pushing, talking, standing, climbing, finger movement, repetitive motions, depth perception. Frequent lifting of 10 to 15 pounds; occasional lifting of up to 25 pounds, and may require lifting up to 50 lbs.
