Statement of Duties

Under the supervision of the GIS Manager, the GIS Coordinator is responsible for managing and coordinating GIS operations primarily related to horizontal and vertical infrastructure, such as water distribution, collection systems, roadways, sidewalks, parks, playgrounds, electric lights and lines, and buildings.  Employee is required to perform all similar or related duties, or as directed.

Essential Functions:

The essential functions or duties listed below are intended only as illustrations of the various type of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

  • Plans, develops, and maintains the City’s GIS related to horizontal and vertical infrastructure, including executing improvements to existing GIS data, developing new geographic data sets, and maintaining record information
  • Experience independently reading and interpreting technical documents and engineering plans, including as-builts, reports, and spreadsheets
  • Supports City infrastructure data and record information requests
  • Coordinates the use and maintenance of GIS data related to horizontal and vertical assets with other City Departments, including IAM, DPW, Water & Sewer, and OSPCD.
  • Coordinates, monitors, and QAQC GIS infrastructure updates or deliverables with City Project Managers and/or consultants to ensure that the work is conducted and completed in accordance with the established standards
  • Demonstrates experience with using ArcGIS Online (AGO) and/or Enterprise ArcGIS (Portal) to publish and manage GIS data, maps, and applications using tools built into AGO, including Web App Builder, Experience Builder, Story Maps, Survey123, and Field Maps.
  • Demonstrates experience with Enterprise Geodatabases (SDE) and the use of versioned workflows, including creating versions, reconciling versions, and using the ArcGIS Pro or Desktop versioned editing tools.
  • Demonstrates cartographic design skills
  • Demonstrates leadership experience, including strong written and oral communication skills, develop and implement innovative problem-solving approaches, and conducting training for users from a variety of disciplines and levels of technical experience.
  • Demonstrates project management experience, including internal and external coordination, monitoring progress, reporting status, and reviewing deliverables
  • Familiarity with writing RFPs, assessing and selecting appropriate vendors, and managing contracts
  • Attends meetings, conferences, workshops, and training sessions to remain current on the principles, practices, and new developments in the GIS field. Evening meetings may be required for this position.
  • Demonstrates continuous effort to improve operations, decrease turnaround times, and streamline work processes
  • Strong hands-on GIS software skills, including field data collection methods and data automation techniques, to perform or direct the maintenance of the City’s GIS data infrastructure
  • Strong knowledge of relevant industry data standards and demonstrated experience implementing such data standards
  • Strong database management and systems integration skills and experience including SQL Server, PostgreSQL, Microsoft Access.
Minimum Qualifications:

Education and Experience: Bachelor’s degree in Geography/Cartography/GIS/ Civil Engineering/Land Surveying or related field discipline with over five (5) years of experience in the GIS field, or related work experience; or any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job.
Special Requirements
Geographic Information Systems Professional preferred

Knowledge, Abilities and Skill

Knowledge: Knowledge of GIS and civil engineering principles and practices such as roadway design, sewer design, drainage design; knowledge of roadway, sidewalk, sewer, water and drainage maintenance and repair techniques.

Abilities: Ability to evaluate existing GIS programs and policies.  Ability to develop and build a GIS capable of serving the needs of a City recognized for innovation, efficiency and a data-driven style of management.

Skill: Skill in coordinating various programs and projects simultaneously; and an ability to communicate effectively both verbally and in writing.

Work Environment:

The work environment involves everyday discomforts typical of offices, with occasional exposure to outside elements.  Noise or physical surroundings may be distracting, but conditions are generally not unpleasant.  Employee may be required to work beyond normal business hours in response to attend evening meetings or complete work assignments.

Physical Skills
Little or no physical demands are required to perform the work.  Work effort principally involves sitting to perform work tasks, with intermittent periods of stooping, walking, and standing.  There may also be some occasional lifting of objects such as books, office equipment and computer paper (up to 30 lbs.)

Motor Skills
Duties are largely mental rather than physical, but the job may occasionally require minimal motor skills for activities such as moving objects, operating a telephone system, computer and/or most other office equipment, typing and/or word processing, filing, and sorting.

Hours: Full-time
